Having one of the better Tiger builds, I think that you should get at least one rank in Turtle. That small bubble can save you in a tight spot. Also, I think that you should get your last points should be in Defense for the dodge factor.
As for the early ganking, I have to disagree. He is a savage early game ganker. You go phoenix before bear, and thats what stops you from being an early ganker. The extra movement speed you gain with each rank will allow you to stay on them as you Bear.
I like the idea of Wriggly's at key points. You might want to take Teleport over Ghost. If you use the ward from Wriggly's at a lizard, than when an enemy is trying to get the buff, you can port in, Bear Stun, and steal the buff.
AS far as Tiger's go its not bad. A lil expensive though.
Why did you used the ignite point at the masteries?
Also, try to improve the description :D
