I like to start on the blue with Volibear as it gives a quick level 2. If the nearest outside lane has a low mobility opponent going for a level 2 gank isn't a bad idea. If you do plan to go with early gank get your "q" at 2 and "e" at 3. Normally I do the full cycle before ganking, blue, wolves, wraiths, golems, red then you're level 4 usually with 1 health pot left, full health and passive available. Teleport back get lvl 1 boots and go on the gank run. Because of the ability and rune choices volibear has good survival against AD in the early game.
In early to mid game, ensure you're ganking from the bushes. Most people use their "q" to go after the opponent right away. I recommend if you're coming from behind to save your "q" for when they run. Use your "e" to slow them up if they first turn to run or to clear away huge creep waves. Being aggressive is a good thing as volibear can take the damage early because of his passive heal.
Late game you are a tank and should be a main initiator. If you can pull out a champion with "q" then use your "e" to slow down his support while your team burns him down.

The items listed above work for the best case scenario. I replace the Wriggles with Atma's at game end. You can get Atma's before the 2nd Warmog's but I usually find having the higher HP being more beneficial.
Of course if you feel that your opponents damage is lacking you can go with more damage and less protection. With the armor pen runes you can do some nice AD.
When I look into an AD build I switch the first Warmogs for a Frozen Mallet and switch out the veil for bloodrazor.
