Spells:
Ignite
Ghost
Ability Order
Determination (PASSIVE)
Xin Zhao Passive Ability
Pros / Cons
Can knock enemies into the air rendering them immobile for a short duration
Charge to close the gap when chasing or engaging
Very strong with a full set of items
AOE Slow to help protect ranged and stop fleeing enemies
Can self heal on melee hits
Can work well at mid or side lanes with stuns / ranged / slows
Ultimate burns right through tanks
Cons:
Doesn't have many escape options
Typical ranged vs melee scenario
Can be crowd controlled fairly easily
Slower movement speed until you get items
Can be fairly weak without decent items
For Runes I went with a more defensive approach instead of doing the standard "attack speed" or "CDR/L" build.
I feel that Xin does more than enough damage that using defensive runes allows you to play aggressive whilst having a better chance of survival when the fight is over.
You can easily swap out the runes for attack speed or CDR if you feel you don't need the added defense.

I feel that instead of putting the points into Evasion + Nimbleness I would much rather have Improved Ghost and move those points in Evasion up to max out Resistance and Hardiness.
If you feel that you don't need Improved Ghost simply move the point into Nimbleness.
If you prefer the utility tree do the standard 21/0/9
23/6/1 - My Build
21/9/0 - Defensive Build
21/8/1 - Variation of Defensive Build with Improved Ghost

I will leave this option up to you as there is an ongoing debate on which is the better option. I prefer E > Q others prefer Q > E it is just a personal preference.
If you prefer E > Q follow the build above.
If you prefer Q > E follow this build:
Q - E - Q - W - Q - R - Q - W - Q - W - R - W - W - E - E - R - E - E
Also with the way my items are set up make sure you are using them effectively. Remember the effects have a short duration so don't use them too early and don't forget about them.

This is another personal preference and can also come down to what type of team you think your going to be playing against.
1) Ghost - 100% needed and preferably talented
2) Ignite or Exhaust (If you prefer Exhaust feel free to specialize into it)
3) Cleanse (I don't recommend this but it can be viable)

These are the items I feel work best on Xin the majority of games. However, you have to play it by ear depending on their team makeup.
My sequence usually looks somewhat like this:
1) Doran's Blade
2) Boots of Speed + Recurve Bow or Dagger (whatever you can afford)
3) Sword of the Divine
4) Mercury Treads
5) Youmuu's Ghostblade (Build into this getting Brutalizer first)
6) Banshees Veil or Frozen Mallet (depends how game is going) (Giants Belt before Phage)
7) Frozen Mallet or Banshees Veil (depends how game is going)
8) Guardian Angel
