If you compare it to Defender :

1 point in Defender vs 1 point in Legendary Armor :

For each champion nearby you gain 1 Armor/MR.

If there is only one enemy champion nearby, you need at least 67 Armor AND Magic Resist for Legendary Armor to be as good as Defender ... I doubt you will have that much Armor/magic resist in laning phase.

In teamfights: If there is 3 champions nearby, you need at least 201 Armor AND Magic Resist for Legendary Armor to be better...

If there is 4 champions nearby, you need at least 267 Armor AND Magic Resist for Legendary Armor to be better...

If there is 5 champions nearby, you need at least 334 Armor AND Magic Resist for Legendary Armor to be better...

Unless you are Rammus or something, Defender is usually better than Legendary Armor .

It's good on garen along his passive 20%. With flat armor and magic resist runes ur pretty much invincible early game if u pick up his shield at like lvl 2.

I used to think that this was a good mastery, but it's actually pretty weak, especially considering its place in the tree. :/

Yupp.. Feels very weak, as it will only offer any sizeable amount of Armor at higher amounts (obv), and post +140 in Armor/MR, the curve of actual protection decreases so hard that another 5-10 more in Armor/MR won't do a thing.
Better with more HP, plain point resist (as it helps immensly early-game) or Reinforced Armor/Defender for teamfights and against Carries.

I believe this skill would have been equally useful, if it gave straight numbers (2/3.5/5%). Or well, equally useless.

So... if you get 100 armor(mr) from items you get additional 5?
