This passive scales linearly meaning:
90% HP - 0.86% LS
80% HP - 2.19% LS
70% HP - 3.98% LS
60% HP - 6.25% LS
50% HP - 8.98% LS
40% HP - 12.19% LS
30% HP - 15.86% LS
20% HP - 20% LS (CAP)

Additonally the effect on minions is HALF of the 20%, not 50% lifesteal. I see a lot of people making that mistake with the way it's worded. Which means that against minions it's capped at 10%, not at 50% (which is a huge difference)

Amazing on high damage (possibly)-crit relying ad champions (like Draven, Tryndamere, Olaf and even Aatrox)

New passive makes low health duels quite exciting. Paired with Death's Dance, enemies struggle and overextend in order to kill you but you just won't go down, leading to some quite satisfying kills.

I like to take it on Draven and win those clutch duels, especially if their exhaust is down. Got a triple kill from less then 100 health with their JG and bot lane on top of me. Quite fun.
