Eyy those hooks are dangerous, but the problem is actually that he can zone you out from good positions. Try to use your minions for coverage. Also keep a good distance when he can run up to you.
Ashe
Ashe support is a common pain nowadays. Lot of poke damage and high range not giving you the opportunity to easily poke back. Position yourself behind minions to deny poke, might as well suggest a relic shield and passive gameplay. Also watch out for her R, if it hits you goodbye.
Caitlyn
Her range is quite a problem, side step her abilities and try not to go in when she got her headshot! Try to sidestep his abilities and throw a Q at her.
Draven
He has a lot of damage to burst you down and some bonus movement speed to kite you. But you can see where his axes going so you can aim your Q's pretty well, just make sure not to get sprinted by him and his support as they can demolish you very fast if you are careless. Smart harassing is the way to win.
Akshan
Nothing particular against him, be aware of his hook, position yourself good to avoid him bursting you AND always keep in mind he is invisible near walls!!
Ezreal
He is the guy who will try to poke you instead of eating your Q's. Maybe try focusing his support instead of him. If both are long range then just go safe mode.
Leona
He gonna jump on you and cc lock you. Put your E under yourself when he engages so he cant use more skills on you. If he starts with R and then Q, and you couldnt dodge these skills you are most likely dead so always know where he is and position yourself safe.
Nautilus
He either want to stomp you on lane or just push the wave and go roam mid. If you dont give yourself easy to hook, you can harass him every time he walks up even a little bit making him not worth to even think of engaging on you so the second is to not let him push and roam. You should push them instead and make sure he cant fast hook- engage you even with a flash. Like standing right behind a minion makes it hard enough for him to flash Q you because it might hit the minion instead actually, you should also do this only if you have flash, if he just flash R you then you can flash away somewhere even if his Q hit you afterwards, ure still too far for his adc to catch up in time to burst you.

Seraphine
She got some nice cc, heal, bonus ms up her sleeve. Your best option is to sidestep her abilities, bait her, outplay her.
Swain
Keep his E cooldown in mind and try to bait it then sidestep it, it gets him off the track and he will be useless.
Pyke
He might be dangerous if you are using your E recklessly.
Save your E for the times he wants to hook you. You can rip his Q animation with silence. The threat comes from his kit and roaming capacity. It would be wise if you could keep harassing them, and pushing the lane to make sure he cannot leave the lane for roaming. If you both stuck on bot lane and can harass him, cancel his Q with your E and you not getting ganked then you did everything to win the lane and the game.
Pantheon
He has some poke, cc and tankiness. But the most annoying is his ultimate. You have to know when he wants to use his ultimate, prepare and position yourself to be safe. You can use your E on the spot where he will land, it might give you some time or save you and your ADCs butt.
Thresh
Real good Thresh players will give you a hard time with the variety of plays they can pull but ordinarily he is less of a threat than Blitz. Avoid his Q, be aware of lantern pulls and poke him outta lane.
Xerath
High range, good damage, he will not let you poke as much as you want. If he is good and you can not even poke his ADC. I advise you pick up nullifying orb rune, start with relic shield, might wanna buy more potions later on as well, and you will need zhonyas because at lvl 18 he can just ult and kill you anytime he just sets an eye on you from the other edge of the map...
Zilean
He is dangerous if he can continously hit his Q's. Do not let him do that and he will be kinda useless.
Yuumi
He is kinda weak unless he finds a fed enemy carry to sit on. The thing you can do is to harass both him and his ADC
Alistar
He is a melee tank with no burst and pretty straightforward combo. If you keep your distance to avoid his WQ, or flash WQ combo you are good. Also keep in mind that he can tank a turret no problem, if he does, maybe their jungle is coming too and it is a dive. Additionally, he can do a Q-flash trick, if you do not expect it you might get caught. It is also the most dangerous trap to fall for. If he has hexflash he will try this from bushes and at other sides of the walls often. Watch out for these cheap tricks and you are good on lane. As for the rest of the game he has a bonus against you, that he is a tanky with cc's. You have to be more useful to your team than he is as a tank.
Annie
Meh Annie support. He will be a mage so there is one thing to watch out. Do not feed her. His passive stun stacks are visible, keep an eye on it so you can go in to trade with her even, due to your better ranged skills. If she has a stun up her sleeve do not go for trades. She might want to trick you with not having a stun stacked yet, but it is only 1 stack missing. Do not fall for this easy trick, she will just proc W and there you go with the stun. As a mage support with short range she will try 2 things to smash you.
1.) She will try to outrun you on lane with her W + flash + stun.
2.) She will sit a bush and wait you come closer.
Do not fall for these. Check bushes with Q or E, your aery will tell you her location if it hits. And keep a good distance when you are pushing so you can run back to your tower easily. When everyone is lvl 18 she is just as strong as a mid laner so her threat has rised a bit. Just keep in mind that the enemy has one more apc that you need to fear.
Bard
I think this is an even match up. He has good damage, little sustain but most importantly he has strong roaming abilities. However you also have your R which can help your teammates from a far distance. If your team make many mistakes around bard he can snowball the game and you are done for. Make sure to help your teammates with communication when is he going and where is he going. Out from roaming, you should also be careful not to get stunned by his Q, do not stay close to your partner, neither walls. nor minions that could trigger the stun effect if it hits you. Also he can invite their jungle to the lane very sudden with his portal so be ready and always keep in mind what are his possibilities to catch you, and what are yours to get out of the situation if necessary.
Braum
He makes a good duo with Lucian but outside of that, if you dodge his Qs he can not really surprise you. His R is strong, but it is quite a one trick pony really. Same as every tank without damage. Be more useful with your heals than he is with his tankiness.
Heimerdinger
Heimer APC is a rare pick but still worth a mention as most people tend to struggle against him. He is made to push the lanes and he is quite good at it. Try shoving it back so that the least minion reaches your tower. Crying for gank might not be a good option if you dont have enough damage and dash to kill him. He is not op in teamfights if you do not fight in between his pre-set turrets so just survive the laning phase and do not let him push, use your Qs on the minions, help your adc with AA's, do not steal them tho.
Nami
It is easy usually, you can sidestep Q, even her ult most of the times, or flash it, but it gets hard if she is paired with Lucian.
Lulu
She is not a big threat to you, but she can buff a kog'maw twitch or ashe pretty well and this synergy is something you can hardly match.
Amumu
His double Q and Ultimate makes him a hard engage opponent. Always be aware of this potential, make him waste his Q's so he cant touch you.
Janna
He hasnt got good poke, neither can she deflect yours, since your Q has shorter CD than her E basically useless on lane against you.
Karma
She has good poke, so basically whoever can poke / manage lane better will win.
Lux
Dont get caught in her Q, if she cant poke you, she wont have enough gold to carry. play it smart early.
Maokai
Those E's in the bush make it very annoying, always be aware of that, and keep a distance, you will be fine.
Zyra
Again not too wise to trade with her, since she scale fast and will burst you soon if she gets the gold.
Aatrox
He generally cannot deal with you easily as he needs to land his skills. If you are good at kiting and you keep a safe distance and outplay him with Q and E he will think twice next time before engaging you.
Ahri
She usually does not have the burst damage to kill you in one combo, but she can chunk you quite easily with her ultimate. Make sure to keep an eye on his possibilities to engage you.
Akali
Well she kinda lacks the ability to get close to you but once she can, she will 100% burst you down. Keep an eye on her shadow, as you can be sure that shes going after you.
Anivia
She needs to hit her stun to do anything with you. You have bigger range than her, you can easily kite her stun and you can cancel her ult with your E. Just keep in mind she can create a wall to cut you off and you will be good.
Aurelion Sol
Keep in mind that he will look to roam every time. If they cant catch you off guard they cant kill you.
Azir
He has simple kit if you know it, you can easily predit what he is going to do, all you have to avoid is his soldiers to keep hitting you and most importantly his ultimate.
Bel'Veth
He has to farm up early which is good for you that he wont be ganking you much early, later he cant really stick on you, easy to kite him, and easy to stun him with your EQ as well.
Camille
She is mobile, tanky and has very high damage, she is most likely to EWRQ combo you and can chunk you down quite much with it. Good for you if shes not fed you cant finish you easily, a Zhonya will also help you against her and then going on you for her is kinda suicide.
Cassiopeia
She doesnt have the range and enough movement speed to catch you, you can also easily take her out in a QE root.
Cho'Gath
Easy peasy lemon squeezy as long as he cant get close to you, because you can be certain he will ult to kill you as soon as he gets the opportunity. Kite him down and keep him far. He is also vulnerable to your slow and root. (QE)
Corki
He cant burst you but he has easy access to you with his leaps and rockets. Try to sidestep his rockets and flash or zhonya his passive if needed.
Darius
He has simple kit and would be easy to kite, but he is usually with flash and ghost which make him hard to stop as Soraka. If you place E in an unwarded bush he wont see it tho and will run into it to get rooted: use this method to stop him from accessing you, if he is fighting with your team, make sure to cancel his abilities with a well placed E so your team gets a chance to kill him before he gets out.
Diana
Tank diana with the tons of damage and easy backline access is a threat. But she cannot burst you easily at least, unless she gets fed. Zhonya will most likely be needed tho.
Dr. Mundo
He can block a CC so keep that in mind before you letting him run you down, also he is quite a big damage tank, you will need more than your adc to stop him killing you. Apart from these he cant reach you easily. Make sure you get anti heal in time and force him to do a marathon before he catch up to you.
Ekko
Ekko has great kit to chunk you down and will bravely do so with his ultimate. The trick here is to stop him using his ult with your E.
Your silence is the biggest weapon against him as he is kinda easy to predict.
Elise
She isnt too strong in the meta but she will still a deadly early game ganker. Make sure you ward well and predict her ganks, if you can stay safe and she cant snowball ure good.
Evelynn
She will be fishing for you 24/7! Consider to bring magic resist rune and nullifying orb with perfect timing.
Evelynn is hard to catch with makes her fed most of the time and if she gets really ahead you might also need anathemas. The goal here is to stop her from ever killing you which makes her quite useless.
Fiddlesticks
His ultimate and lifesteal are really strong, you will need antiheal asap. Make sure to predict him being behind walls to use his R, if he cant catch you off guard you have a good chance of surviving and winning the fights.
Fiora
If she gets close you are in trouble, but as long as she cant, you can outheal his damage and make him run for his money with your slow and root threat.
Fizz
Yea another assassin who is only waiting to kill you. Nullifying orb, perfect timing->zhonya.
Try to use your E to stop him from using E or Q to escape.
Galio
His taunt and R are strong but if he cant get close to you he cant do anything against you.
Garen
You cant slow him due to his Q, and even his W. He can quite kill you as well with his ult while remaining tanky and still being useful after. Make sure to give him a hard time ever reaching you so he rather chooses another target.
Gangplank
He got quite in the meta recently, he scales really fast and even a mid game barrel shot can almost oneshot you and the whole backline. Make sure to keep a distance from his barrel combo possibilites and you will be good.
Gnar
He falls off for late game, which is good for you but you have to respect his E flash R combo since that can easily mean the death of your team. If he still manages to do that you can use redemption +R combo to outheal the burst your team gets there.
Gragas
Ap gragas mid and top arent rare nowadays thanks to Bausffs, he is another example of someone fishing for you in fights or in the bushes. Your E coutners him quite well, and if he cant W flash or R you to a dangerous position you are good to go.
Graves
I mean he has good damage, hard to reach him in a fight but hes easily picked off to closer combat and you can start throwing Qs at him. also keep in mind that even minions can cancel his autos from reaching you so just use this and kite him.
Gwen
She can dodge your spells easily but still not too mobile champ, your E can still limit her quite well, meanwhile you can sustain her damage.
Hecarim
Very fast, tanky, great damage and his ult is a threat against you and your team, zhonya is probably needed against his engages, after he used his ER, hes easy to kill.
Heimerdinger
Just dont let him land his empowered abilities on your. You dont need to go close to his turrets, so he cant kill you unless you go carelessly into his skills.
Illaoi
If your team is smart and go around her kit, then its easy, but if your teammates get caught in her ult its really hard for you to go in to help and her tentacles might oneshot you. Analyze the situation before going in, you can stop her from ulting with your E, dont fight him head on, play it smart and cautious.
Irelia
She has kinda easy backline access, and will most likely jump on you for an easy kill and Q reset, a zhonya might be needed to cancel her engage on you.
Ivern
His stun is strong because people can pull up on you after, but if you keep a distance, or stand behind somebody else, or just simply sidestep it he cant do nothing against you.
Jarvan IV
Great backline access with EQ, flash and ult letting him close scape and also caging you which is probabloy your death. Zhonya will be needed to give your team time to disengage him, also try to position yourself farm from him, making him waste everything to ever engaging you, and then you still have the flash option which cancels his whole ultimate / combo.
Jax
He has simple kit, easy to kite/outplayed but his Qs give him some possibilities to engage you as soon as you walk up to heal the ally youre meant to save. Keep the safe distance and you will be fine.
Jayce
He has high damage, good mobility, and poke damage, he will try to kill you asap, but if he cant hit you with QE combo, nor jump on you for free he can die fast while you can sustain his damage dealt to your allies.
Karthus
He cant reach you, and your ultimate counters his. A Zhonya is still useful tho, it ccounter him really hard.
Kassadin
He is a pain. Countless dashes and op burst damage. If you can predict his engage and place and E in the right time you can stop his combo and a root would mean his death.
Katarina
Make sure to avoid his daggers on the floor but he can still teleport behind you and start ulting, always be ready to cancel her ult with your E leaving her having to walk out of your E in a weird position.
Kayle
She has good damage late which you cant outheal probably, but you can make her life harder, also her weak early game makes her rarely competent before lvl 16.
Kayn
He has good kit to reach and kill you, red kayn is easier to survive, but you will need anti heal and focused damage, blue kayn has big kill pressure you will need zhonya to counter his R.
Kennen
His R is strong but if he cant surprise rush you down you can kite him and heal your allies from safe position. Redemption + R negates his effort.
Kha'Zix
Zhonya will help a little but not too much as he can engage multiple times with his R. Build some hp as well to face him AND never be alone as he does bonus damage against isolated people.
Kindred
He needs scaling to be relevant, while still not having a burst you can keep a distance from him and sustain your allies.
Kled
He is very hard to kill and he has good engage with R. He can also kill you easily if he engages you, I would suggest you get cover behind an ally when he engage and QE root him to gain time to run away while your team deals with him. If hes not focusing you, then his damage can be healed easily.
LeBlanc
Zhonya will probably be necessary against her. She will look for angles to easily burst you and get out. Dont give her this satisfaction, always be aware where she is and keep a solid distance.
Lee Sin
He is a threat early, but if you manage to stay aware of his position and dodge his ganks, sidestep his Qs he wont be scary late, just make sure not to let him jump behind you to Ult into the enemy, you can counter this with your flash as it will change the directory of your fall.
Lillia
She hasnt got burst but she has big AOE damage but continuous burn and also multiple CC possibility. She is also quite fast so hitting Q is problematic but she has to go close to fight anyway so use your QE to zone her out.
Lissandra
Hard to catch her, while she can easily catch you with her point-and-click ultimate. She will most likely use it to kill you. Zhonya might be needed to counter her engage, and your E is quite strong against her as you can quite predict where will she be.
Malphite
If he has a combo with a yasuo for example, his ult is deadly, I advice you to either flash it, or use zhonya /banshee. Without his R hitting he isnt a threat.
Malzahar
He cant reach you if you dont want him. You can also easily destroy his passive with E, which also cancels his ultimate.
Master Yi
He can easily kill you and snowball the game, get a zhonya so even if he jumps you, place ur E underyourself and zhonya, he can easily get trapped in that. Once his engage was unsuccesful and your team has time to burst or cc him hes free.
Mordekaiser
Problematic guy, he usually ults you so you cant heal your team anymore, I might consider getting a QSS just to ruin his day. you can still kite him with QE.
Nasus
A well stacked nasus is hard to stop being tanky and having ton of damage, its also hard to escape his W but if he cant get close or you simply trap him in QE combos, he can be killed easily.
Neeko
Good neekos are rare, and even if theres one you can counter her whole kit with a zhonya, or a redemption.
Nidalee
She has big burst damage and good gank potential but she kinda relies on that Q, which makes it harder for her to engage you since you can cancel her combo with E and you still have flash and zhonya up your sleeve.
Nocturne
He not only has good burst dmg but also blinds you so its very hard to use your ult at the right time to save an ally you cant see. You will need a zhonya to counter his engage on you, after the stasis exires hes alrdy fighting with someone else then you can QE combo him and sustain your allies.
Nunu & Willump
He likes to gank and he can do it easily, however your E can cancel his snowball as well as his ult.
Olaf
Nothing can stop him running at you with a ghost and ultimate. But if you get some hp from redemption and zhonya at the right time his R will expire and give your team a chance to kill him.
You can also use redemption on zhonya to heal yourself and your team back up
Orianna
Her range isnt enough big to catch you, and neither her damage. She is kina free prey to any assassin so she better hide then looking after you.
Ornn
He is very tanky, good dmg, but his ultimate is his main weapon against you. It slows first then knocks up, giving his team enough time and opportunity to catch you. Try to separate from your team so he either ults you and you just need to zhonya or your team an then you can sustain with redemption / R.
Pantheon
He has good roaming possibilities with R, good dmg and unmissable stun which is a good setup to try and pick you off, but you are aware of him, place E under you waiting for him to jump in, you can catch him instead.
Poppy
Even if she stuns you, she cant kill you, which makes him useless against your healing abilities.
Qiyana
Yeaaa, she will do everything to kill you fast and she can do it easily. Zhoinya is necessary, if she is fed then maybe even an anathema.
Quinn
She is quishy with good mobility and damage but once she engages and fails to kill she will die easily.zone him off with E so she cant stick to you to actually finish you off and let your team burst her.
Rammus
She is not a threat to you but it is for your adc. Use your E to stop him using taunt on your adc, you can also predict his R landing place easily. Maybe get Mikaels.
Rek'Sai
You can slow him him greatly with Qs, and cancel his R and E with your silence.
Renekton
The time you meet him first he is strong, keep a distance, later he wont be strong enough to kill you so he is free Q rejuvenations. Also your E cancels his whole combo.
Rengar
He can burst you easily so try to outplay his engage with a simple zhonya. If he cant burst you he will has to run for his life.
Riven
Silence her :) gg riven try to combo :)
Rumble
Silence is strong against him, but his Q will still go off, and his ult is quite strong in a teamfight, however your redemption can outheal his damage easily and you can spam Q on him for free rejuvenation.
Ryze
Your silence cancels the whole champion which is already weak in a the recent meta. You can place an E in his ult to make him even more useless. He is also immobile, free rejuvenation.
Sejuani
She has a lot off cc to work with but not too dangerous, even if she hits her ult on you, its not like a blitz hook, you are still in safe position but you can also easily hide behind somebody to dodge that.
Sett
He has good damage and he can even reach you with an R combo, but still, its easy to stay out of his range, flash his AOE or zhonya. You can outheal his dmg.
Shaco
Use that sweeping lens to destroy his clones. If hes AD a zhonya might be needed if hes AP then just play around his clones, if you dont run into his traps he cant do anything.
Shen
His biggest weapon is his ultimate and W, play around it, if you see the enemy getting his R you can place E so shen has to step back and cant engage forward anymore.
Shyvana
She is very tanky and has a ton of damage, quite strong in the meta but still vulnerable to your Q spams, and E root. You can also outheal her damage.
Singed
He is very annoying, you can cancel his E with your silence but he can make fast turns and try again a sec later. Hard to catch him so just try to hide behind your allies, avoid his posion track and sustain your alliesuntil he gets killed.
Sion
Bausffs showed the world that Sion is a capable champion of solocarrying games, but I still find Sion easy to kite out with Q spams, and your E also cancels his Q, you just need to respect his ultimate, flash it or zhonya if necessary.
Skarner
He will try to ult you and bring you to the enemy stop him with place and E between you and him. Dont go too close as a flash-R might catch you off guard. Outside of this free Q spam.
Sylas
Get anti heal, try sidestepping his abilities, also your silence almost nullyfies him.
Syndra
She can stun from a far and she doesnt need more than that to flash-R you and ure dead UNLESS you have a zhonya ;)
Tahm Kench
He is one tank who can teleport in your face, stun and eat you to spit into the enemy. Try to predict this and place your silence where he will appear and kite him with Q.
Taliyah
She can cut your way out, putting you in a dangerous position so keep this in mind, if she cant do that its hard for her to catch you.
Talon
He has high burst to kill you, but his combo is quite straightforward, a zhonya will also greatly increase your chances of survival, forcing him to run but your E can stop him from jumping walls.
Trundle
His slow is dangerous to you but you can still slow him and even root him easily.
Tryndamere
He can reach and kill you quite easily and he cannot be killed with his ultimate on, keep a distance, try to root him and you must buy a zhonya. The goal is to make him R run out before he can kill you.
Twisted Fate
Low damage, squishy, no mobility, you can predict where he will be ulting and place your E under to get him trapped.
Udyr
Q spam and easy root with E. If you can keep him away from you he cant do much.
Urgot
Free Qs and quite easy root as well. His ultimate is dangeous tho, you can bodyblock it if you have more hp than your ally nearby just deny him the execute.
Veigar
He has high damage and dangerous stun so keeping your distance is vital. Once he gets caught due to his immobility he is easy to kill and you can secure this with your silence.
Vi
She has strong engage, and she can also kill you but you can cancel her Q with your silence, if their team can follow up her engage easily to finish you off better get a Zhonya.
Viego
He has good damage, so keep in mind to keep a distance when hes invisible not to get caught, but even then he can still engage on somebody and then switch on you with his ultimate, deny this with your silence when he engages on your ally and keep your distance.
Viktor
He has high damage a good range with it, but hes kinda squishy and immobile, try to sidestep his abilities and catch him with some slows and root.
Vladimir
He can dive in for you easily, I advice you getting nullifying orb and perfect timing->zhonya. Your silence counters him hard so if he cant engage to kill you then is your time to secure his death. Must get anti heal vs him.
Volibear
He can build lethality and AP as well if he can snowball which puts a big kill pressure on you, he can run you down and ult to kill you while he is tanky enough to survive. Keep distance, try to zone him out and use your E to try to root him so you can escape, you will probably ned a Zhonya.
Warwick
He is fast but he cant burst you. Your E also cancels his R. You should get anti heal so he wont have pressure on you anymore.
Wukong
He has quite good backline access and likely to focus you down. Keep your distance so he cant knock you up easily if you cant ult your whole team he wont haveenough impact and you can kill him easily.
Xin Zhao
He has good damage, but quite immobile. He cant burst you down so just Q spam him and try rooting and also canceling his possiblities to dash again.
Yasuo
Now this guy can windall your Qs, easily slide up to you and kill you fast. Silence works against him very well until he can reach you, keep distance and predict his possibilities to knock up or sliding up against you.
Yone
He can engage you pretty easily and kill you as well. Predict his R, flash or zhonya if necessary. You also know where he will teleport back so you can silence him.
Yorick
Dont get caught in his cage, it will force you to flash. Keep distance, keep Q spamming and sustain your allies.
Zac
He has great damage and very hard engage. Always stay aware about his possibilities to jump in, that is his main source of carrying the fights.
Zed
Perfect timing->zhonya. You can also easily silence him as you know where all his shadows are and where he will be after landing R. Sidestepping his abilities also make him useless.
Ziggs
Easy to sidestep his abilities, and outplay him. If he cant hit anything he is just a free target.
Zoe
Easy to predict his CC and easy to sidestep his damage. Even if you get in trouble, you can flash to safer position, zhonya or any of your allies can block his damage.
Akshan
He has good damage, quite mobile but still good to have someone back him up with some heal.
Aphelios
He quite a powerhouse but needs some heal to keep him alive. You two fit well together :)

She got good cc but since she is a minigun she prefers sustain supports such as Soraka

Long range, some playmaking possibilities but still quite immobile, you can help her reduce the risk of getting one shot.
Corki
He tends to go into the enemy where you usually have a hard time to follow. Would be still playable if this guy was meta..
Draven
You both low on cc, Draven is better with an aggressive tank supp but if he is good and you know the way to play around him you can do well. Even helps the situation that he is very strong now.
Ezreal
You do not have cc on bot lane but he kinda cool with it. He can throw some skillshots and even if the enemy manages to get close to him you can still get him out. You two are a hard-to-kill duo.
Jhin
Yes, not too many cc with this one either, but he is immobile, needs your sustain and with the range he provides both on his W and R you can safely eliminate enemies on a distance.
Jinx
Immobile minigun type of adc always happy for a Soraka :)
Kai'Sa
You do not have the cc to help her stack her passive on opponents. Not the best duo but playable.

As the name suggests I mostly play Soraka as support and I aim to climb challenger with it!
I started playing around 2021 September, closed S11 in Platinum I. but in S12, I reached Diamond IV in 150 games, playing 99% Soraka with a nice 62% win rate and started climbing up to Masters.

More importantly I played 80% of my games solo, which makes my winrate and accomplishments a bit more serious.
I try a lot of variations of builds and runes so I usually make a unique set of runes and items every game, depending on the circumstances and the given team compositions and matchups.

Soraka does also blend in well almost any type of team and does well against any enemy setup. This is due to the fact that health is vital to every champion, so basically every champion benefits from the heals she gives. Same with the bonus movement speed from Rejuvenation and last but not least Equinox is a very powerful tool in her kit, you can use it for cc chain, cancel enemy spells, summoners, casting zoning etc.

In some cases picking Soraka can lead to lack of cc, tanks, or engages. Make sure to communicate with your team in champion select, always pre-show what you want to play and aim to set up a good composition. If you are playing Soraka you must know that the enemy team will most likely to focus you down so try to play accordingly. Safe when you need to, aggressive when you can!

Summon Aery is a generally good keystone on Soraka which deals some extra damage on poking, while gives bonus shield on ally healing/shielding. Since it is for both offense and defense it is best utilized if you can harass the enemy early.
Guardian is an optional keystone in case you are playing in a match up where you are the one being harassed for example when the enemy has higher range ( Xerath, Lux, Ashe). This rune is often paired with Nullifying Orb in the secondary path and Relic Shield as your support item since you should try to avoid trades and then Relic is a better/more reliable source of income while granting you more HP to stay in lane.
Sorcery path
Nimbus Cloak
This rune is kinda viable against Ashe support since she has higher range but mostly AD dmg.
Manaflow Band
I use this item most of the time since I play the early games as aggressve as possible.
Nullifying Orb
This rune is great if you have to face a higher range AP support like Xerath Lux or Vel'Koz.
Transcendence
The absolute only choice from this row. The ability haste is very strong you.
Celerity
Works with your passive and Q hit movement speed bonus, but I dont think it would be enough to take this over Transcendence.
Absolute Focus
You will rarely be over 70% hp since your heals take away your health as well as the enemy teams number one priority is to kill you. It isnt worth to take this rune.
Scorch
Great rune to give more early game dominance. I recommend taking this if you and your ADC can dominate the early game.
Waterwalking
You generally dont want to roam a lot. You cant do it as efficient as a Bard so even if you do roam 2-3 times its still not worth taking this rune.
Gathering Storm
Amazing scaling into lategame. If you have scaling ADC or hard matchup I recommend to use this rune.
Resolve Path
Demolish
Not the best option for Soraka in this row, but if you are sure you will stomp bot lane go ahead.
Font of Life
Your Q's and E root proc this rune there this is the best rune in this row for you. However if you chose resolve
Shield Bash
There is no need for this rune.
Conditioning
You dont build enough resistances to benefit enough from this rune.
Second Wind
If the enemy team rather likes to poke than burst you, you actually benefit better from second wind to sustain the damage.
Bone Plating
Great rune to make it harder to oneshot you. This rune is best if the enemy has some burst damage.
Overgrowth
While HP is good for you, its not better than Revitalize.
Revitalize
Hands down best rune in this row. It gives you even greater healing and saves lives.
Unflinching
Well you cant utilize this rune since you get oneshot without cc.
Inspiration Path (only as secondary)
Perfect Timing
The whole concept of Inspiration secondary path is to get Perfect Timing and build it into Zhonya's Hourglass because the enemy have strong assasins that will most likely try to kill you.
Cosmic Insight
Biscuit Delivery and Time Warp Tonic are good too but in my opinion it is better to get the summoner spell and item haste to have more opportunities to escape the assassins.

RELIC SHIELD
Spellthief's Edge is your general support item since Soraka is very strong in the early game and you can easily stack it giving you some advantage. It also gives you more AP and less HP then Relic Shield and mana regen.
Relic Shield is a great item if you dont want to trade in the laning phase, for example if you get outranged ( Xerath, Lux). Thise item gives you less AP, but more HP and bonus HP regen to survive the lane harassment and a passive gold income. Former rank 1 Soraka player called Śobaka build Relic Shield every single game.

MYTHIC ITEMS
MOONSTONE RENEWER
VS
SHURELYA'S BATTLESONG
Moonstone is the strongest healing item option. The longer you are in battle the stronger your heals are, making you a monster of teamfights. If your team has enough mobility/engage I suggest you rushing Moonstone.
Shurelya is a great option in case your team needs some mobility ( Darius, Cassiopeia, Udyr, etc.) I would prefer going Shurelya's since the active you and your heals also give your teammates movement speed, and the bonus CDR it gives you from legendary items is also good on Soraka.
Honorable mentions
Locket of the Iron Solari
I dont really use this item. Personally dont think you benefit enough from the bonus armor and MR and the active shield is quite weak for the 90s CD.
Imperial Mandate
You can easily proc the passive with your Q's but I think the other Mythics are more useful on Soraka, your heals are the biggest weapons to carry your team. In lower elo your team cant make enough use of the bonus damage, in high elo your heals worth more than that bonus damage.
Legendary item options
LEGENDARY ITEMS
Chemtech Putrifier
Since there are many champions with built in heal ( Nasus, Aatrox, Dr. Mundo, Yuumi etc.) and also healing items becoming popular ( Immortal Shieldbow, Death's Dance, etc) most of the times you benefit from building anti-heal since you can easily proc the Putrifier with your heals while this item is also great for CDR.
Redemption
Very useful item since it gives you CDR, Health, Mana regen, healing and shielding power, and an active that can easily change the tides of a teamfight. Using this item, combined with your ultimate you can burst heal your whole team. I buy this item every game.
Zhonya's Hourglass
Used to be one of my core items but since the cost increase it isnt built that often any more. As a support you dont have that much gold to spare when you are already fighting for barons and you still dont have the Zhonya completed and it also makes you get other items much later as well. Since the cost increase you most likely need Perfect Timing to efficiently build this item.
Watchful Wardstone
Important item to keep up the vision around the map. Mostly useful if the game goes on for long in to the late game and you dont see it ending very soon. This item is also more and more useful as you climb higher on the elo ladder. The The stats are all useful to you as well so this is also a common pick in my late game build.
Staff of Flowing Water
Mostly in lower elo when I dont feel in danger or in cases my team is heavily AP I choose to play this wonderful item, gives you a ton of AP and CDR which heavily buffs your team and you as well. Great for snowballing.
Ardent Censer
Ardent was a very big item back in time, however its not really the case now. Even if I dont feel the need of Health items like Redemption I would still prefer Staff of Flowing Water except if my team has like 2-3 auto-attack champion, which are preferably fed. The reason is because your team might benefit from this item, but you do not make good use of attack speed.
Anathema's Chains
Very good item in case there is one ultra strong enemy who likes to focus you out. (typical examples: AP Twitch, Qiyana, etc) The stats are fine as well, but the active makes it OP against the selected enemy. If this guy still wants to burst you down but instead he finds himself against you using Anathema's on him, he can easily find himself useless and even dying for that greedy move, winning you the game!
Mikael's Blessing
There are circumstances when this item is OP but most of the times its not. Since this item doesnt work on suppressions anymore, I would choose to buy this item against multiple CC including dangerous ones like Skarner ultimate.
Banshee's Veil
In case the enemy is heavily AP and has assassins as well, then building a Zhonya's Hourglass would be a waste since you dont benefit much from the armor, then you still have the option to build Banshee's Veil granting you a spellshield, MR, AP and CDR, all stats are very useful for you.
Warmog's Armor
The hype around this item is kinda weird to me. It gives you ton of Health, HP regen and some CDR. But the item cost is 3000g. I usually get Redemption and Watchful Wardstone when I need HP and dont bother spending that much money on this item.
Boots
BOOTS OPTIONS
Ionian Boots of Lucidity
Best boots for Soraka. Its very cheap and grants a lot of CDR early on so you can spam your abilities. I use this item 99% of the games.
Mercury's Treads
ONLY against full AP. (bonus if they have a lot of CC too)
Plated Steelcaps
ONLY against full AD. (bonus if they have a lot of auto-attackers too)
Rest of the boots arent worth a mention here. They arent enough useful for you.
Early game
INVADES
You arent as good as a Nautilus in terms of invade capability, but your Qs do a lot of damage, slow and sustain you as well OR you can choose to level E first if your team can land a CC and this guarantees another root as well as silence.
TRAPS
I usually try to fight the enemy bot lane level 1. A really good method is to buy Sweeping Lens and wait the enemy in tribush/river bush.
Keep in mind that you usually cant kill them as you are close to the enemy jungler but you can chunk them down and dominate the lane since now you have control over the lane until they are forced to back.
LANING PHASE
Early game is where you shine and win the lane so try to dominate it and snowball the game - this is why I put 3 points in Q before I start to max W, to utilize my early game dominance and apply pressure on the enemy.
If you have easy matchup go ahead and harass the enemy early game - keep in mind that your falls off as you go later in to the game so try to play safer as the game progresses.
I would say lvl 1-6 is your playground after that you are getting outdamaged by most supports, or if you have dominated you can expect enemy jungler showing up really soon.
After lvl 6 always check the other lanes in case somebody need your ultimate. A good ult can change the outcome of fights and win your ally the lane.
Keep in mind that helping your team with your ultimate has the cost that now you can hardly win 2v2.
Also around level 6 you can roam to mid or even top if you think it would be benefital and your adc wont suffer your abscence.
Try to help your jungler when he is near with scuttle fights, counter-jungling or river skirmishes.
Even some wards around the river can help a lot for your jungler and mid laner.
VISION GUIDE
Mid game
Well you are gonna start putting points in W now, so you are losing on damage, but gaining healing powers.
OBJECTIVES
Mid game is already more about macro.
Try to predict the path of the enemy jungler, play around objectives and dont let the enemy take any objectives for free. Even if your team is heavily scaling at least try to push or farm as much as possible if they group up for an objective.
If there are 2 objectives up and you cant fight the enemy take one of them while they are taking the other.
It is your responsibility to make and maintain vision around objectives so your team wont run into a trap. It is really hard for the enemy to contest any objectives without vision.
ROAMING
You should also show up mid and top quite few times now as towers start to demolish, make your presence where your team need it the most.
Keep in mind, wherever you are your ult can still help any ally globally.
Late game
Late game is all about vision, objectives and teamfight.
Continue to make the right decisions in terms of macro. Set up the vision before engaging any objective.
Be VERY aware of enemy traps, when warding or travelling from A to B.
One small mistake can lead to your death and the end of the game.
Try to stick to your team and play for your carries.
Tips and tricks
Tips & tricks:
-If your Q hits more opponents you do not gain more HoT but after every incoming Rejuvenation the HoT gets reset. This means it will last a very little bit longer than it is with 1 target.
-HoT from Q applies after the rejuvenation reaches Soraka, but if you use W before the rejuvenation reached you, your ally still gets the HoT.
-Aery apples shield to only 1 ally who is either the lowest health or the first player on the tab list (often times top laner).
-Soraka R is instant. It heals everyone instantly, and then the animation happens.
-Soraka gain rejuvenation from Q even if it was blocked with a spellshield.
-When trying to run away from enemies you have to place your E in front of them so that it stuns them right when they walk in it. It takes practice because the faster the opponent the further you have to place it in front of them, they might just see it and go around. Use your Q to help yourself, when doing a QE combo, Q on enemy, and place E where you expect him to be. You can use this to disengage (when being chased) or to engage(when you chase the enemy).
Use your W mostly after hitting a Q, it is better because it will apply a HoT but also if you have Moonstone it will deal a greater heal.
-Appearently your E does not stop the enemy from smiting and doesnt affect Olaf in his ultimate.

Soraka was nerfed ⬇ since the end of Season 11 due to continuous and heavy Astral Infusion and enchanter item nerfs but in my opinion Soraka is still at least A tier if not S tier support right now.

Official patch notes havent been released yet but it already dropped on PBE, launching a change on Zhonya's Hourglass increasing 400g in price, 5 in ability haste and 15 in AP.
