Once again Great build, but I noticed that you have no recommendation on Sudden Impact or Cheap Shot. Ive been running these exclusively instead of Ultimate Hunter as it greatly increases kill potential in lane. Cheap Shot works better with extended trades and poke, while Sudden Impact is great for bursting when you have a burst ADC dealing a whopping 20-80 true damage. You do sacrifice some ult cool down so its probably not ideal for late game, but certainly a great option for early game. Just wanted to share.
I get and agree to the sentiment that Sudden Impact/ Cheap Shot should be included and for more aggressive, early-mid focused players.
I personally don't value kill pressure in the early that much as I am more defensive focused and would rather that the enemy make a mistake. My philosophy as to why I think that you can see in chapter 1.2 in combination to me primarily going Glacial Augment over Aftershock; I mainly go for recommended runepages 2 and 3.
Essentially, I think Lissandra's early game is not that good and her Q is too telegraphed, detrimental and expensive for lane to make spamming it worth. I suppose because of that one could argue that increasing the value with Cheap Shot or increasing general damage output once a fight happens with Sudden Impact can be made and as previously said by me and mentioned by you, if you have the correct ADC and mindset it can do wonders. It just isn't my personal cup of tea.
About the Ultimate Hunter exchange: Due to me mostly picking runepages 2 and 3, I quite frequently don't have UH in my runes. From experience, I can say that it doesn't usually make that big of a difference for me. That doesn't mean it doesn't make one tho! Saving aruond 15-25s per Frozen Tomb cast can make a difference when fights are frequent. I do have to mention that most of my experience is around emerald/diamond, so it might be better for lower elos. I suppose, for Domination, the choice then boils down to the 3 runes you mentioned. But here again, personal preference.
And besides all of this, I don't consider Lissandra to be a good burst mage, so I'm not at all going to pretend that this didn't influence me never trying Sudden Impact and Cheap Shot lmao
I suppose, with the changed Sudden Impact, I can give it a try. It would still work out with my W first max and not play into Q spam. Though I would personally rather put an emphasis on 20-50 damage for lane as etting levels for a support is already difficult enough. 80 true damage can mean a bit in the late game, but this also implies you got to level 18 as a support

uni is doing alright, although it has started again so the stress is coming back to me. I will still get to the new items once preseasons is around, so if that was a concern of yours, no need to worry :p
About Locket of the Iron Solari:
While you would think that with my defensive nature I am a fan of locket, I actually dislike it. Dislike is propably a bad way of putting it, more "I don't feel like I have a ton of impact". However, I have built it from time to time (around 1/100 games) whenever I knew that we had plenty of damage but we needed just a bit more tankiness or the enemy had too much damage my team needed to survive just a bit more. Remember, assuming your supp item has been finished, you will give 5 armour and MR to your teammates.
As a mathematical example:
55/(100+55) = 35% damage reduction
60/(100+60) = 37,5% damage reduction.
68/168 = 40% damage reduction
The difference is "only" 2,5% up to 5% (in this particiular case), but remember those moments where the enemy survived with 1 HP? Yeah, that might happen. And let's not forget the shields.
I just prefer Evenshroud for the personal armour and MR stats (mythic passive) aswell as the damage increase as Liss can proc it very often.
I will try to add a segment at some point, but I don't know when that is.
About Frozen Heart:
I never EVER see a reason to build Frozen Heart over Randuin's Omen, especially since Frozen Heart's Rock Solid passive is the same as Randuin's.
The main reasons to build Frozen Heart:
Attack Speed slow
Need of mana
10 more Ability Haste (compared to RO)
(Last patch the lower cost and the Rock Solid base dmg reduction being 7 were, imo, some of the reasons when snowballing, but now these two are null and void)
What does Randuin's Omen have in comparison?
Same amount of armour
250 HP
Active reduces AD by 10% and crit damage by 20% of EVERY ENEMY hit by the active
If RO only had crit damage reduction on the active, I could see a very good reason for Frozen Heart over Randuin's Omen. But the AD reduction is too good to pass up.
Another reason why I disregard the mana on Frozen Heart: I've learned to conserve my mana on Lissandra supp very well to a point where cookies are the only mana pool increase I genuinely need. Spamming Q forces you to go OOM very quickly; being patient and maxing W avoids that issue, at least according to my experience.
So really, I never see a reason to build Frozen Heart over Randuin's... in this season. The massive nerf to Randuin's in the pre season drop it from the spot of the best armour item. In this case FH might be viable, we'll have to see.
About Warmog's Armor:
The main reason to build Warmogs, imo, is the passive. However, since I tend to go back to fill up my wards quite often and know just how far I go, the only other reason is the HP. However, in that case you might aswell have prepared in advance and gotten a Tear of the Goddess into Fimbulwinter. It gives a bit less HP but gives you a shield that outshines the difference in HP by a ton.
While I mentioned that if you play Liss patiently, you will very rarely run out of mana, but more mana never hurts. It's more a question of "Will me investing into Fimbulwinter and delaying 400 gold early in the game outweigh delaying Randuin's Omen/ Force of Nature/ Evenshroud?". I've tried going Fimbulwinter into Gargoyle Stoneplate, but that is too expensive for a support. It might be me playing in diamond elo, but you only make it past your 3rd item (i.e. Evenshroud, Boots of your choice, e.g. Randuin's Omen) in maybe 2/10 games.
Just as my guide tries to convey, it is important to know when building something might be better: If you only need to build 1 armour item and your team can disengage often, it might be better to build Warmog's Armor. If you desperately need mana and the enemy mostly has attack speed AD champs, Frozen Heart might be better (think Bel'Veth as her AAs deal less damage), altough I think the 10% AD reduction does more. I have never done the math, but my gut tells me that 10% less AD is more value. As mentioned above, if you have enough damage and need more survivability, Locket of the Iron Solari might be better.

one tiny thing I thought about when talking about Locket of the Iron Solari with a friend:
You provide bonus armour and MR to each ally.
To have some simple maths, I will say that you give up to 15 armour and 15 MR with Locket's maxed out mythic passive (iirc it's 13, but 15 is easier to do maths with).
This means that you give one Cloth Armor and 60% of a Null-Magic Mantle (15/25 = 60%) in terms of value to a teammate. Cloth Armor's value is at 300g, 60% of a Null-Magic Mantle are 60%*450g = 270, meaning 300g + 270g = 570g.
Now apply this to up to 4 teammates: That means that, in terms of monetary gain, you supply your team with up to 570g * 4 = 2280g simply by existing! Of course I have to mention that this is the upper limit and a bit skewed since I used 15 instead of 13 as a stat, but we can just say that we then give around 2100g towards our team.
And this didn't even factor in the shield which, excluding healing- and shielding power you might have, can block up to 330 * 5 = 1650 damage! So really, Locket of the Iron Solari is a very good defensive item that provides a bonkers amount of "free" stats to your teammates. This could make it ideal if you have a late game scaling comp or just prefer to be more defensive/reactive.
I will still stick to Evenshroud because of personal preference, but this should make it a bit easier to consider when to build Locket of the Iron Solari :)
