Burst AP Rell is an off meta for-fun pick, if you are looking for a serious AP build, go semi tank with Demonic Embrace and Rylais.
Playstyle
Farm as well as you can, give up a few minions if you can't soak up damage, get your Hextech Alternator along with Boots and look for solo kill all ins with Ignite. Keep your eyes open for good engages with (Flash)+Rocketbelt+W+R, the more the better!
Be careful of knockbacks and go ham!

Tips & Tricks
1. Use Q/Basic Attack as soon as possible in order to steal their resistances and make them take more damage while you take less!
2. You can Ult mid-air W in order to make sure you land your W.
3. Being un-mounted significantly reduces your movement speed, so make sure to use it wisely.
4. Rell's W can go through many walls, making some crazy engages, try them all out!
5. Rocketbelt gives movement speed towards enemy champions, so start off with that and then your W.
6. Sometimes you need to Ult first to cancel channelings instead of W which can be slow.
7. You might not need your E when by yourself, but it's a good ability to use with your team, don't udnerestimate it!
