I main Poppy for quite some time and I tried all the options. It is more rewarding to go red-blue-gromp with smite. The gromp poison does nearly the red buff dmg and blue: lowers your CD, solves mana problems. This results in better clearspeed and dragon damage. You don't have to use any potions, but I usually use two or three after dragon when I am low on health.

Hey, overall it is a good guide, but you have a horrible amount of mistakes there. No punctuation, he/she confusion, etc. First improve your grammar, then I upvote this guide.

I changed it up a bit, went from toad => blue => red => home => drag. Baught a stalkers blade 2 health pots and a ward at home. Killed the dragon, and had 250hp left, while only using one of the two hp pots. Had about a 1/8th of blue left when i got to drag.

Ran the 9x atk dmg reds, 9x armor yellows, 3x atk dmg quints, but only had 3 atk speed blues (due to a lack of leftover ip) and 6x magic resist blues. Though seeing as the dragon does magic damage, those could have helped a bit.

So poppy can indeed solo drag at lvl 3 (i got to it at about 3:40 ish) Her passive works wonderfully with the dragon damage.

for pooppy lvl 3 dragon was that before or after the dragon patch because of pantheon and fiora they made his attack magic damage not basic attack so can you stil avoid or no?
