I know I'm no pro player, but using Singed is a good champ. Anyways hope you may reconsider that Singed community is dead or has fallen apart and still continue on making guides. God bless, God speed, and stay safe.

The main issue is his Q and E though, with his E if he uses it at the further ranges you can't counter it, but if he's using it close to you, so long as you have the reaction speed, you can fling him and he E's you so you can at least create a bit of space and avoid his E AA Q combo. Building early armour helps here, but it's not to be relied on as of the new item changes, you mostly want to fight him in extended trades where he's forced to chase you if he wants to get AA's, if you just let him AA you freely then you're in for a terrible time, always be on the move and keeping your distance, let him come to you and run through your Q if he wants to fight, and save your E for disengaging him as opposed to using it to engage.
Singed mid is possible, and I'd go as far as to say it's viable, but it should remain as a niche pick. With Singed mid you get the benefit with the Predator page to be able to roam both Top and Bot and both sides of the enemy jungle, so your impact on the game is much stronger than if you were trying to play the roaming strat from Top. The main issue is that because Singed doesn't have any forward extension, he's prone to getting frozen out of the lane, and because of the champions that normally go in Mid you'll normally get poked out without being able to fight the lane. Due to you being focused on hard shoving and ignoring the enemy laner (For the most part, there are exceptions that I will address in a sec) and just trying to roam as much as you can to create as much pressure on the map as you can, you want to start off with The Dark Seal and Refillable Potion (This is preferable to Corrupting Potion as Corrupting Potion is stronger for fighting than farming, and you only really want to farm)). As I said before, Predator is likely going to be your runepage. Singed can be used as a counterpick to certain popular Mids, for example Yasuo, Qiyana, Zed, and Fizz have trouble playing against Singed because: Yasuo can't lane VS you, if he E's too close then you E him and can really punish him if he's not fast, and really struggles from being hardshoved constantly. Qyiana doesn't have the damage early on to address you, and once she has Tiamat her role generally just becomes "Clear wave when Singed shoves". Zed and Fizz both struggle to blow you up through your R if you're good at dodging, and getting something like a Seeker's Armguard can really mess up Yasuo and Zed. I would say Talon too but his E makes it easier for him to address your roams which takes a fair bit of pressure out of the strategy. If there isn't anything to roam to, you can just run into the side brushes whilst you wait for your laner to clear the wave, so they THINK that you're going to roam for a gank (This is a common strategy Twisted Fate players use to generate free pressure), it's also helpful to do this and to track the enemy jungler because you're going to be hardshoving constantly so you're a prime target for ganking.
