Yes but the first item i get with vlad is a haunting Guise for early health and Magic Pen. Then i get a void staff and work my way to a rylais then rabadons so i also have early pen just i have better cooldown :) hehe but like you said a personal preference.

I however AM a big fan of sorcerer's boots, you see, early game, when you go for a KO with a towerdive, you are counting on one single combo, for that combo to deal more damage, you need magic penetration, CDR doesn't help a bit when we're talking about combo's, exactly the same in a teamfight

But hey, its a personal preferrance...
i admit ionian boots are pretty good for sustained damage.. but most of the time you'll be wanting burst damage more then sustained damage

BTW, I always get rylais as soon as possible, early-mid game you will be able to profit a lot more of the unique passive then late game..

What's the serious point of getting Ionians Boots if you almost never have a 100% sure of gettin at least 30% CDR, not to speak of 40?
So, you have only 4 points in Transfusion.
You max Sanguine first, which is a total laughter among Vlad players.
In total you will get like 520 AP at all items, cause getting 20 stacks of Mejais is not common among higher ELO, unless you play full arranged.
Ignite and Ghost Masteries aren't necessary, believe me, standar 9/0/21 or 9/21/0 work way better for the beloved damage reduction or extra movement speed.
With mere 9 Penetration and 15 % + eventual 20 reduced Magic Resistance if you get close enough to them (*epic laugh inserted*) you will do like 65 % of your damage as it will take like 8 Resistance from 40?

No really, what good does 15 % reduced cooldown on 3 sec. CD skill will bring? like 0,35 second? That means you won't even feel this difference... with no CDR Glyphs and not a 9/0/21 build it's nothing. You need at least 30% that's not being added from Mejai (as it's a gain-lose-gain-lose, all the time). Honestly, 3 second of CD on a high damage healing nuke skill is low enough to get many kills, I confirmed this fact hundreds of times.

Lich Bane is really old-fashioned item to get on Vlad, his AS is nothing and so the only thing you will need it for is pushing turrets. But why, when getting more and more AP with Rabadon boosts your damage to turrets (120-130 is enough, don't you think?) *somehow*, if you haven't noticed...

If this is still under construction I can't really say more than this, but being honest I didn't really enjoy it both in theory and practice.

All in all other than that pretty good build +1

But also explain why you would want a Lich Bane?
