imo for a safe harassment, you just need to land a W, then a Q. If needed use an E. It's not safe to get so close for an E for a stun when the stun is very hard to place.

Lich bane or archangels staff are awesome items which you should include in this build since they as a combo for brand make his mana neverending and he gets faster which makes kiting easier. :D Otherwise i would say you should put archangels staff as the last item in this build. :)
