Yes I did mention the fact that frozen heart is a situational item and that it could be replaced with a banshees veil if you needed the M.DEF, on the shurelyia's I've found that it's a good item for this build as it does give you an extra bit of HP just to bump it up and it does help with the extra HP and MP Regen. Can't think offhand of an item that does the same and better for only an extra 1.4k gold as it leads on from the Philosophers, as for the extra point for the 10% speed, yeah I'll take a point out of the anvil skill I have a quirk of wanting all my skills at max.

Frozen Heart is very situational, so is Shurelyia's, I'd put them in situational items section and leave it out of the core build. Also I'd at least get the point in the speed from dodging if you're gna get the other 4 points in the dodge mastery.

Your build looks great! Just a little constructive criticism and suggest more images, it's a little lengthy with blocks of text. Might want to add some pros/cons, why you chose those runes. Item discussion, purchase order, alternatives. But I really like the build a lot, I'm going to try it. :)
