I'm not going to downvote the build but your rune choices logically don't make any sense.

If you ran blue CDR runes you would get more CDR and if you ran yellows AS runes you would get more AS. While I don't agree with Boots of Swiftness or gunblade either still a well done guide. The build I have up here uses 2x philo stone as well.
