It's expensive as hell to rune AP across the board and becomes a bit redundant. Magic Pen Marks are a minimum, plus some sort of defensive runes.
I think it severely lacks survivability, not getting boots till after Giant's Belt + few points in Defence. I'd take everything out of Utility spec, every point in that spec can be better placed in defense or offense specs, the extra 1 gold or increased exp gain or the increased health + mana (he doesn't have mana) regen... these are better placed elsewhere.
Dig the Mejal's. Not enough builds have it and if your gank-happy it's a big boost.

Replace the quints with a mix of 2 magic pen one AP or how ever you want to do it.
The blue runes I would use for him would be CDr. Those you just can't go wrong with and they can help you overheat if thats your style and then lich bane plays an even better role!
The yellows I would use greater seals of force the AP per level runes. This is a gank build better load up on what you can and make the best with it.
I like the item build but I'd replace either sunfire cape with void staff or if you see yourself dying replace soulstealer with it and keep sunfire.
The magic pen that thing offers you will see a lot more dmg and a lot faster ganks.
