Hmmm...I had never thought of grabbing the Elixir instead. I may well try that out instead during my next Soraka game. I can see the Tenacity being extremely helpful, especially against pesky silence-monsters like Cho or another Soraka.
There are a couple fantastic guides on here about warding, you could link to one of those is you wished. I just see WAY too many supports run around without heavy warding, it is saddening.

A humorous note on the silence- try using it on Trynd a few seconds after he pops his ult. He will not be able to heal himself, so just your basic auto-attack will kill him. It is one of my favorite people to play against as Soraka now just because of that.

Always glad to help out! Soraka is among my favorite champions to play as. It is a pleasure to help another another fan of the ***** healer.

Though I like the guide as a whole, I have a few questions with your items.

1- Why do you start with Doran's ring over Fairie Charm, 2x Health Pots, and 3x Wards? Though both are certainly viable, I am curious about your reasoning.

2- Why do you pick Merc treads over Ionian boots of Lucidity? You have directly stated you are highly unlikely to reach Morello's, so CDR cap won't be a problem. Those precious seconds cut off your heal could save many lives.

General notes:
I would strongly advise against trying to land Starcall during team fights. I find that you have to get in so close for it to land, that you are needlessly endangering yourself for a small increase for your AP carry.

I did not notice any wards in the build, nor any mentioned in the guide itself. As a support, it is typically your job to buy all of the wards you can. I rarely leave the fountain with less than 3 wards, at least.

A final note- Infuse can also be used to break suppression. Although taking out that Malz for 3 seconds can be tempting, it is far better to wait for him to use his ult and cancel it right away. It will cripple him.

Overall, a rather nice guide, but I feel it could use a bit of work.

1- TBH i don't have any strong reasoning as to why i pick a dorans ring over a what you suggested. Its probably just because i have been playing ad carries for a long time so that extra hp, ap, and mp regen really help me out early game. Also i am very proactive with my CV like the support should be so i don't find the wards a must early on in the game at least from what i see. Honestly either one works this is just my preference.

2- i get merc treads over boots of lucidity mainly because after my kindlegem i failed to mention that I like to get an Elixir of Brilliance. Also the tenacity and extra MR REALLY helps later on in the game when both teams are poking at each other.

about the starfall note i completely agree with you. This is my first guide so i did miss a few things and forgot things here and there so yah ty for telling me about that I'll put that in.

For the wards again i forgot to put that in, wards are a must for support characters and actually through making the build i was telling myself to remember to talk about wards but i guess i never did, so yah ty again for letting me know.

TBH i never actually thought about this, I'm going to test around with this some more but that actually sounds just and beneficial if not more than what i stated.

TY again for the advice I'll update tomorrow, the feedback REALLY helps out! :D
