Yeah not the best I've seen for Singed. Half this build looks like a waste of time...all the stuff about priority targets and such. That is all stuff ppl have to learn for themselves. Not really too important for a Singed build...more like guide.
Ryalai's is a pathetic item on Singed. The only thing it is good for compared to other items is the slow...only 15% on poison trail. And the only other spell it works on is Fling, which you don't get the full 1.5 seconds of slow because it is ticking even when they are in the air. Rylai's is just not worth it...just learn to use adhesive better. You have that skill for a reason.
And regarding masteries...the 15% magic pen in offense is too good. Helps for killing minions and adding extra dmg to champs. You want your poison doing full dmg.
On top of that cleanse is terrible...no pros use it and there are much better spells to take, one being teleport for insane split pushing. And flash works better too.
