Trinity Force & TBC are good choices to start with, thus i would exchange the Phantom Dancer with Force of Nature. the magic res will keep you up much longer! so basically i think you should go with Boots, Heart of gold, trinity force, TBC, 2nd build item for randuin's omen, force of nature randuins then atmas impaler.

getting Madred's bloodrazor instead of TBC is to be looked into, it cost alot more but is an exchange option later on?

Ghost/flash are good items, but using flash/exhaust or flash/ignite could have a better outcome?

Masteries:
Why do you have 5 points on the first tier Utility tree? You only need 4 used in Tier 1 to use Tier 2 masteries, the regeneration bonus isn't even worth getting, so drop both points in that, put it into Dead Hands and finish off Awareness.

Also.. I personally think that 21/9/0 is much better than 21/0/9, the 6 Armor and MR, along with the HP Regen provides more direct benefits than the Utility Tree.

Items:
I'd suggest removing The Black Cleaver from your build, the main problem with this item is that you have to be holding 1650 gold in order to buy it, that's more or less only possible to safely obtain in the early game, but Trinity Force has so many more benefits than The Black Cleaver it isn't really even worth it. I'd suggest switching this out with a Negatron Cloak/Banshee's Veil/Force of Nature.

Runes:
As others have said, CDR runes aren't that great.. Flat MR or MR/level would be a much better choice.. It doesn't matter how fast you can cast your spells if you're already dead.

Skill Build:
Maxing Bladesurge first.. not a good idea, you don't have as much sustainability as if you maxed your Hiten Style or the DPS power that it provides when active, and you're lacking the CC power that Equilibrium Strike provides. On top of that, the change in Bladesurge made it so that it costed less mana at lower ranks (60/65/70/75/80 from 70), so it's better to keep Bladesurge at lower ranks to save mana anyway.

I would never consider TBC as my main armor shredding tool. Sure, the speed is nice but the cost is high for what it brings. I would go with starks fervor instead and focus squishies. The 20 armor reduction along with your marks brings most down to 30-50 armour. That is pretty low. You should not focus tanks anyways.

I am glad that you went mercury boots instead of zerks. She doesn't really benefit much from the small addition to attackspeed. The mercs does synergize beautifully with her passive though and in teamfights can put her on close to 70% tenacity (it doesn't stack clean, there are some % thingy involved).

Randuins Omen is not a bad choice on Irelia. Her passive, her fighting all brings her close to the enemies, close enough to use the active. It only brings armour though, so I would consider Guardian Angel instead. 7 less armour, but 475 cheaper and just over 30 more mag resistance. If you want to get tankier I would skip atmas and get Frozen Heart (2 great passives) and Force of Nature. Then you are a balanced, tanky Irelia with great health regeneration, awesome movement speed, great cdr and a good passive in slowing down enemy attackspeed. FH is really only good if the enemy have ad dps auto attackers though.

Then again I build Irelia way tankier than you do. I like to go in, take a beating and get out. More than once I went her full tank and did the main tank job.

Oh, and if you put one point in ghost mastery, I would not even consider perseverance. 3 in good hands and one more in extra experience instead! I know it doesn't seem that way, but even with FoN and Warmogs the perseverance ducks. It is so low!

Sorry man, but I think there are a few problems in this build. Rushing an Atmas for your third item is really not such a great idea. It gives decent armor and crit chance, but it is better as you're 5th or 6th item. You have nice armor, but with only 60 magic resist, you will die quickly to any AP carry. I think that CDR glyphs are a waste on Irelia, sorry for being so blunt. I don't think you really need beserkers greaves. If you get Merc treads, you will have around 100 Mres and the 75% CC reduction will make teamfights a lot easier to survive. I'm sorry, but I think that Irelia is better played as a tanky DPS burst than an AD/DPS squishy.
It's decent, but there are parts that need a bit more work. When you get to higher levels, this build won't work as well.
