So many things wrong I just typed up a huge post so I think I'll keep this one short and sweet:
Take out everything crit, crit and ezreal don't mix.
Exhaust and Ignite? Not the best idea, you're limiting yourself to attacking.
Flash is one of the best spells ezreal can take. Arcane shift might save you from the 1% of champions that dont have flash or an ability similar to arcane shift. The trick is to arcane shift over a wall, and if the enemy flashes over, flash back over it and run. Also with low enough cooldowns and a quick mystic shot, arcane shift well be off CD for a triple wall hop!
Exhaust only hurts AD carries, I would stick with ignite.
No matter how many tanky masteries/runes you get, you will still be squishy ezreal, better to feed your attack and be cautious then raise your defense a tiny bit and be over confident.
Levels don't win games period. Skills, gold, team compatibility, and map awareness win games, as well as levels.
Bruisers and tanks still hurt, especially if you still plan on using exhaust and not getting Essence flux until level 13
"Well here is why, im tired of farming all game against a bunch of tanks and bruisers who stack armor and then get thormail" You realize that life steal is very "Anti-thornmail" and that attack speed is not, right?
I think there are more issues but I'm not in the mood. I'm really not trying to be a d**k, just hoping that maybe I can show you the light, so please if you plan on making a GOOD guide, PM me, and I'll give you some good coding, as well as good tips. If you'd like to examine my guide for ideas, pointers, or whatever, its here.

Hey thanks for the feedback, I think I will remake this guide a little bit and edit the 10nth glyph out lol! The reason I like arcane shift more is because since I do not use flash I like the cool down to be lower. I am thinking about putting essence flux in at lvl 4 now to get it for the 1v1 use. But hey, just go an try the build once and let me know how it works for you. I believe you will be pleasantly surprised.

like what was said above, essence flux is probs better to max compared to arcane shift. Arcane shift is more for positioning so you arent really going to spam it. Also essence flux has a slow on enemy heroe's attack speed and increases your allies who it passes through, thus making it a better skill to pick. If you land one essence flux on the enemy carry, you have the upper hand in 1v1!

To be honest, this is a bad build...I will give reasons, You have 10 glyphs on this build, You need Essence Flux than Arcane Shift,Ezreal doesn't need too much of attack speed he only needs atleast full stacks of his passive and a Black Cleaver, Ezreal doesn't need critical strike also maybe an Infinity Edge will help because it also gives Attack Damage. I think that is all i reviewed based on this build. Ezreal relies more on armor penetration and attack damage.
