The idea is (or so I assume) that Galio can be a counter-pick to mid AP characters because he can be built so that he has 87 MR (which translates to 45 AP) at the start of the game. With stats like that, it will be hard for AP champs to deal damage to him (that's over 40% dmg reduction from that much MR, even assuming that the opponent has full MrPen marks and the 10% MrP mastery). Meanwhile he would be dealing nice chunks of damage back as the flat damage from a lvl 1 Q is ~120 before MR, ~100 after and that goes to 170/140 @lvl3 when you get your 2nd point in Q and 227/186 with a 3rd point @lvl5.
In order to get stats like that you'd need to switch MR quints over the HP quints. You'd lose out on some health but you'd get 15 more MR (and 7,5 AP of course). As most of the damage you're taking in mid is from AP, the extra 15 MR would also make up for the missing hp somewhat.
Other tips:
- since you're soloing a mage at mid, maybe consider building Merc threads well before glacial shroud and aegis? You'd be getting extra speed to better dodge skill shots and the tenacity would help a great deal if they land a stun on you. While Aegis stats are nice, there aren't too many team mates around to share the aura with in the laning phase so it could be a bit of a waste early on.
- CDR and mana from glacial are nice as well but again, you're soloing a mage so that 45 armor is going to waste. For 400 gold more you could be getting Catalyst and a Negatron Cloak instead, giving you better mana (325 mana + 200 regained each level-up vs. flat 425) and much more survivability (290 hp and 48MR vs. 45 armor) and sustain against your AP mid opponent. You're also struggling with mana as it is so being able to spam your spells without having the mana to keep up isn't too helpful.
I'd also consider going with either Philosopher's Stone or Catalyst, not both.
and for the items, you said

"since he already farms pretty well"? what does that have to do with sunfire cape? This item is really good on galio if they are ad heavy, but what on earth does that have to do with farming? xD
