It won't be wasted since you will start to roam at level 6. And you can't get ignored in teamfights if the enemy team cares about their carrys which they should.

Why waste all that ganking potential of Skarner in lane? Also getting GA on a tank is bad IMO since you won't get focused not even a bit after getting it. Can go far more in detail. An update and I will change my vote.

Decent guide, hos potential if you add on to it. Ill hold my vote for now, something I would recommend though is holding on to your philosipher's stone longer then you do as you do not get its full gold value out of it if u rush shurelya's.
