EDIT: Also on topic, I believe maxing E second is superior to maxing W second because of the cooldown and mana cost (easier positioning, wall jumping). And Ionian Boots of Lucidity aren't really all that great on him these days, I believe.
The old setup of 9x armor seals = 661,273 hp against physical damage


The new setup I looked through with 6x health seals = 676,8542 efficent hp against physical damage
7x health seals =678,6876
That's about as far as I'm daring to go with my experimenting of making a new seal setup. I've done the calculations right, and to be honest, the closest you can get to perfection is 7x health seals, not only does it increase the efficent hp against physical damage, but also against magic damage. Be aware though this is WITHOUT counting the armor per level that every champion has (with the exception of thresh) and these measurements are only for level 1, but naturally the one setup with the biggest hp efficency against physical damage; I.E the 7x health seals setup, will never be outscaled in some way by the other setups, because it's always 80 hp per level, and the armor value in efficent hp INCREASES the more hp you have, and so does the Juggernaut mastery that increases your maximum hp by 3%. So by each level, you have to delete the armor value in efficent hp AND the 3% increase of your maximum health to get the default health value on your first level, THEN add 80 hp to it(because lucian gets 80 hp per level) THEN redo the whole calculations (starting with the 3% increase and then the armor) to get the level 2 health and so on and so on. Which is a pain in the butt to do. I've only done the calculations for the normal 5x health seals and 4x armor seals setup, but not the other ones that have more health seals(I will work on that).
But my conclusion to it, 7x health seals and 2x armor seals is really about as far as you should go, no further than that because you can't just rely on the health, even if it's just 2 armor seals, it's still enough to matter in early levels.
AD marks are quite essential to last hit properly under a tower and win AA trades early on. More superior than armor pen marks. You can go with the 5 armor, 4 health seals or CDR runes if you like. Resistances over CDR, both are good. Doesn't really matter which one you go.
Botrk is taken in BT's place. I'm not recommending to take them both anywhere in the guide. Botrk is to be taken after youmuu's.
I agree, AD marks are way more powerful early game. Armor pen marks won't be better until you back (maybe like first or second back) and get The Brutalizer (to stack the flat pen) or something of equal value towards damage.
