Fiora regenerates 7 (+1 per level) health over 6 seconds each time she deals physical damage. Striking champions will cause this effect to stack up to 4 times.

Kind of a worthless passive. You won't really notice it at any stage in the game. Early game is negligible and late game fights will be over before you even start to notice any benefit from it.

Early game harassing champion, that can't harass you, farming miniions with low HP in midgame. Its not very UP, this is for some easily laning, still its not OP.
