This is my first champ guide so excuse the rawness. I chose to make a Lee Sin guide because I feel the others out there don't quite cut it. Yes Lee Sin is a great jungler but I chose to play him in lane, because of his great harassing skills.

Rune choice is quite simple:

Greater Mark of Desolation - Because he deals Physical Dmg

Greater Seal of Evasion - This can be replaced with Greater Seal of Armor
But I feel dodge works better with being in lane.

Greater Glyph of Scaling Magic Resist - To be a bit more tough without buying magic resist.

Greater Quintessence of Desolation - Because he deals Physical Dmg

Greater Quintessence of Magic Resist - Helps a bit more early game.

Offense:
Taking your typical 21 points to help with the damage.
With 1 point in Cripple, for improved Exhaust

Defense:
3 points - Resistance for more mag def.
1 point - Hardiness to help your Cloth Armor
4 points - Evasion the more dodge the better.
1 point - Nimbleness to be just a little faster after dodge.

For harassing in lane, I usually start at lvl 2 after I get
From then on its all about hitting your enemy with
And then rushing back to a minion you friendly champ with

Rinse and Repeat.

And if you feel a bit crazy you can try:
