I don't believe you can, according to a forum topic on the matter you can't report people for troll voting unless they're "cheating the system" or some such. Just because they don't like my guide and submit a meaningless comment and a downvote can't get it removed.

Awesome guide! Mordekaiser has been my main for a looong time and I used to play straight tanky with some ap. I've just recently begun to switch to spell vamp and have come across this guide to help refine what I've already been doing! Great stuff, I gotta say.
