Ugh,I hate disclosing my level,but I'm a level 20. I'm not gonna lie to you,I'm not bad at LoL,but I'm not good either. I've been saving up IP (refunded a champion) for runes. I barely have any,so tonight my bf and I are going to set up it all up for me :3 He says it's gonna make a world of differences,I hope! >.< Lol. I'mma try to fit a couple of games in so I'll have 12,000. I really want Ezreal @.@

They are similar to masteries, but you have to buy different types of runes with IP and arrange them on pages. Masteries are earned with level. Generally masteries give a variety of different bonuses while runes give hard stats.
Generally runes make a fairly big difference early game, but later on you won't notice them quite as much.
Armor seals are pretty much mandatory considering the amount of physical damage you face in bot lane.
MR or MR/lvl are just efficient options since there's not much else you can get out of glyphs.
AD quints are super strong and give you a lot of early power.
AD marks give better last-hitting, but armor pen is supposed to give better champion damage. This has been disputed a lot and some people believe the damage increase is negligible or situational, therefore AD marks have the added benefit of last-hitting improvement. Either way, the marks increase the amount of physical damage you can deal, which is key for an AD carry.

It's not going to hurt if you do run arpen though. At most it's a matter of subtle optimization, otherwise it's more preference. I've heard loads of math on either side, but I generally just stick with AD on ADCs.
