-I disagree with Luden's Tempest and Seraph's Embrace being trap items, as both are useful in some situations. Luden's Tempest gives you quite a bit more poke damage, and some much needed mobility that Veigar Lacks. Seraph's Embrace is an amazing item on veigar, just pick up tear along side lost chapter. It helps you survive so much in teamfights, and is very beneficial.
-Veigar toplane or adc is not a thing. Veigar toplane is tough as the enemy will build magic resist, and are generally very tanky. Veigar adc is tough because unless you are against Vayne, you are going to have a bad time because there is always alot of kill pressure early in botlane, which veigar doesn't really take on too well.
Other then that, I think you did a great job on your guide :D
I can agree they can work in some situations, but I feel they are traps simply because there are far better passives. If you know it is going to be a passive farm lane a tear can be great, but I find outside of that it it just okay. In general I just feel there are better items and I see too many people take them when they shouldn't.
As for top and bot, I guess we'll just disagree. I've done it semi-successfully, though it requires a lot of understanding of power windows and Veigar himself. The thing for botlane is that he has one of the strongest ults and even a nuke before that. With a good support you can combo really hard. His range is on par with many ADCs too. For top, you have to realize he's not building damage as much and plays completely differently. He is a disengage tank with solid pick potential with his stun and relevant damage through his passive.
