When she tries to use her Q when there are no minions (it hits for full damage), as soon as you see her gun animation, use E towards her. Jump over it. Then start hitting her hard. I've not played against Caitlyn as AP Ezreal but I think you can outharass her this way.

I've mained Ezzy for a long time now and I've pretty much tried everything on him. AP -was- good but they nerfed it too hard. It's not strong enough early game and not as powerful as AD or other casters mid game.
Damage is pretty hard late game but your lane opponent will also be hitting really hard because you weren't strong enough to deny him farm early and mid game.
As AD Ezreal you can kill most champions who don't have over 9000 armor from level 1 even.
Ezreal establishes mid dominance with an iron fist and by killing or at least injuring your lane opponents, you make them fear you and they can't just last hit or push lanes freely. AP Ez lacks the early and mid game dominance so it's not as viable. That's my point of view at least.
But there is one rule that is true and important and that is: Player skill > Champion choice.
If you know your drill as AP Ezreal and you've played a lot of games you are very good and know how to handle every situation. It's like chess - the more games you play the stronger and stronger you become. It's all about what style of play suits you which in my case is AD and yours is AP.

@Lugignaf - Thanks for your opinion, it's a really detailed one, and I agree that I missed some of the parts in my build.
I didn't really pick the mastery tree thoughtfully, I did it more to fill up the tree to 21.
I know Mejai isn't a good core build, that's why I said you have to rely vastly on your skill and score to get good AP.
On your part on Lich Bane, I usually count on my Mejai to fill up enough stacks so I get decent Lich Bane power.
Anyway, I'll correct most of the mistakes soon and finish the most parts of the build. Your comment was very helpful and thoughtful. Thank you.
1: Mejai's should NEVER be core. It's unreliable and a waste of gold if you can't get kills.
2: Swap the dodge seals out for MP/5 seals instead. you're burning through a ton of mana by using both your skills for harass.
3: Good Hands > Perserverance almost every time.
4: Going off my "Mejai's isn't core" angle, getting Lich Bane when you are is a waste. you're not going to have enough AP, if you don't get stacks, to make it effective. Getting Rabadon's first is a far better use of your gold.
5: The cooldown on your ult doesn't matter too much as you can lower your CDs greatly just by using your Q on the closest jungle creep.
6: If you're going to take mid, take teleport and the mastery as well. Ghost, flash and your personal flash is just overkill for escapes/positioning.
7: Running into a bush to surprise someone? Never open up with Mystic Shot. It lowers all your CDs so you can get more skills off, faster.

The info is good but the build could use quite a bit of work.
Still, it IS a good build for Ezreal and you put a lot of effort in it. +1
