I don't play Talon, but IMO Talon without Frozen Mallet is not Talon. That item is awesome as hell for him because it let's you proc your passive EVERY time, even with Rake on cool-down... Sure, Trinity Force is awesome for him too, but the on-hit slow doesn't always trigger, so in this case Talon is probably the only champion in the entire game that should have both it and Frozen Mallet.
That's a very good point, but that's also a personal decision because of this:
Yes Frozen Mallet procs for every hit, and has a great slow that works well with Talon's passive.
Yes Trinity Force procs for most hits, and deals extra damage with abilities used, and has the aforementioned slow.
But...
Since they are both built off of Phage, their slows will not stack per hit. With that said, having both in your inventory would be a waste of stats.
My Normal game build is designed to have both damage output, as well as survivability.
My Ranked game build is designed to be a complete bully since it's primary stats are cooldown reduction and AD stacking. Yes it lacks a little with survivability, but if you stay true to the information I provided, you should have no problems.
Nevertheless, I do not discredit your valid point. If you wish to build Frozen Mallet over Trinity Force, that is completely fine.
But you will need to adjust your playstyle a little safer. Yes... Safer. Just because you have a good chunk of health, you are still who you chose to lock in: Talon.
Because of that you are still vulnerable to attacks, and you will not do as much damage as you would with Trinity Force.
+1 !
