Hmm alright I guess that is good as well. I still personally like putting a few extra points in dark matter early but thats just my opinion.

It's true that being mid is gonna guarantee that you will usually be able to get the last hit when you fire off your baleful. Problem is I've found that someone strong in lane will be easily able to push you back and start zoning you out. If you do start getting zoned out your almost useless for the rest of the game because the enemy is denying so much baleful strike farm. Obviously this won't happen every game but it is something to keep in mind. So I think that mid shouldn't be a MUST.
Second is skill order. I think q should be leveled up to about 3 or 4 as fast as possible for farming but then dark matter needs to get a few more points. The reason is that you never know when a teamfight or a jungle gank might be coming. Dark Matter is your main source of damage output throughout the game and is very important in teamfights.

Although I agree that mid-lane isn't necessary (for some lanemates I could even prefer bottom lane), but I'm inclined to agree with maxing Baleful asap. Partly because it makes last-hitting increasingly easy, but partly because it provides a good amount of damage. If I notice my lane opponent is getting uppity a few balefuls in the face and they either learn their lesson, or die to combo.

Nice build, only two things I want to mention.
Quoted:
As being an AP Carry, your most desired lane is mid. This will allow a good amount of selfish farm with your Baleful Strike. I don't recommend taking a side lane (unless you're laning with a support). It can be very difficult having to farm along side someone, and even more frustrating when you start missing Baleful Strikes on minions because your partner killed it before the spell could hit.

A mid Veigar is a happy Veigar

I'm not that fond of Archangel's Staff, because my build has a huge focus on rushing Deathfire Grasp. The reason I'm so quick to rush it is because it allows me the full combo which can usually lead to kill after kill after kill, helping me just snowball through the match.

Pretty solid build, but I strongly recommend adding in the Archangel's Staff you disapprove of. It's helpful to have the mana pool and regen, but I choose it largely for the ap. I usually get my tear early then the staff later in game for a good chunk of ap.
