Next is the tier list and your thoughts on the characters.
1) Sivir does not have infinite mana if you dont get spell shield to activate. The main person that it works against is Caitlyn.
2) Graves is great early game, probably the absolute best at level 5 but he starts to fall off later in the game compared to other ranged ad.
3) You include Urgot but ignore everyone else. You even have a build you made that has Urgot being tanky and not following the same style of idea that you have in this guide. If you can include Urgot you can include Teemo and other champs
Personally, I think you do not need the crit chance runes and should instead go basic Ar Pen, Armor, MR with choice Quints. I agree that MS quints are good and I use them also, but they are only necessary on champs that focus on kiting more than others such as Ashe, Ezreal, Vayne.
Lifesteal should be included in the masteries, even though it may not be much, it is still better than having no lifesteal to heal yourself up slightly. The 1.5% damage increase is not really that good compared to the lifesteal bonus.
I like your item order, specifically rushing Infinity Edge, since it is the best choice. I like to grab Vampiric Scepter next then go for Phantom Dancer so then I can sustain myself since if the enemy isnt harassing, they fail. I personally do not like double Phantom Dancer since it does not increase dps by a large amount like the first one or the other items that you get. It gives good stats, but you would be better just getting defensive items or Last Whisper/ Bloodthirster instead. You would think MS is good, but because of diminishing returns, you wont get as much MS, Crit Chance only needs to be ~50% to be effective, which is what you would get with only 1 Phantom Dancer, and AS increased will not help you in DPS as much as first one. It barely increases it, especially if you are a champ with a natural AS steriod like Tristana. It would be like choosing 7 attacks at 800 rather than 6 attacks at 1000 damage.
I believe there is a lot that you should fix. I completely agree with Kayle and Twisted Fate since they are both MUCH better in mid. AP TF >>> AD TF IMO and Mid Kayle >> Bot (ad or support) Kayle FACT.
Moving on: Exhaust is better for your support to take because it allows you to get the maximum benefit from casting Heal on yourself as well as the maximum benefit for exhausting the enemy carry or ganking jungler. Clairvoyance is still viable for the support to take as well but it weakens your ability to skirmish within the lane. Ignite is a situational counter to champs like Dr. Mundo and Vladimir but I would not take it bot lane, because if you are ganked by a healing jungler you're better off just escaping than fighting, again all is situational. I'm just saying Ignite falls off tremendously after the laning phase.
Also I was only sticking p for movespeeed quints, not the other runes, because I strongly recommend out friend Heffyend change those crit chance runes (useless) to 9x greater mark of desolation, 9x Greater Seal of Armor, and 9x Greater Glyph of Scaling Magic Resist. You can't go wrong with that runeset for any AD champion.
I disagree at quite some things. It also made me sad to see Tristana get on a low place in the tier list, she IS the strongest late-game carry. As well as Kog'Maw. You also mention that Urgot is an carry, while Teemo and those champions are not. Urgot isn't actually an official AD carry and only gets chosen because of his strong early game harras, his late game tankyness and his ultimate. He only works with high DPS team comps.
I agree that tristana is a placed pretty low but when u come to a conclusing on utility, early game, mid game, and late game, tristana shines brightest at late game i do admit, but early game she is kinda shut down by a lot of other champs, therefore i do feel that this is a perfect spot for her in tier. she just requires too much farm and not enough fire power early game to do anything. but dont get me wrong, she can still burst people quite easily. now mentioning urgot, i put him as a ad carry since i think they is his role, personally i think teemo is not an ad carry at all. he's more usefull as a support, putting shrooms down all over the map and stuff is more helpful. even tho urgot isn't labelled as a ad carry, he still deserves a spot due to his early game prowess which out shine most champs if played in the hands of godly players like genji from m5.
Urgot it tier three because he's not a carry. We all saw Moscow 5 in IEM and those are the five best players in the world, Genji will do well with whoever he plays and their solo urgot lane was effective because it was surprising, not because Urgot is now god tier. He still falls off mid-late game and is not an autoattacker (aka not a hard carry).
Heal is an amazing summoner for AD carries bot lane because it allows you to decide when you use the summoner, should your support be dead or out of position, and it also gives more health to the summoner who casts it. What would you suggest instead? a kill lane with Ignite? Don't make me laugh. Ignite late game is worth less than a single autoattack from a farmed AD carry. Please check your facts before you downvote a guide.

Flash + Heal? You don't need Heal, your support must have Heal assuming you are going bot with a Support.

My thoughts.
Movement Speed Quint there is a reason to it. If you haven't notice most ad range dps top players even in tournaments (including M5) has been using movement speed quint. reason being is that it provides the speed boost you need to keep up with the melee champs early game and to avoid getting ganked. now onto the issue about Urgot. Yes I did watch that match and if you cant notice I have a guide for Urgot available. I do believe he is strong and can rape a lot of champs early, but lets say Fiora top or Kassadid or Kennen get fed early game, too. On the long run Urgot starts becoming more useless especially at late game. He is more suitable for early game to mid game domination but in terms of actually being able to carry a game every time is rather difficult. He's one of those champs that either you do really well with or you just suck with because there is no catching up for him especially due to his late game disadvantage.
