How in the world can you say "Play aggressive with this AD carry"? You can't determine a playstyle until picks are seen. The supports play the main part in bot lane so it's absurd to tell people to play something that's highly situational.
Also, people max tumble first mainly for the ability to last hit under tower with ease as well as solid lane harass.
Maxing Condemn first does you no good except when paired with a kill support eg: Leona, Alistar and you're playing hyper-aggressive against an easier lane.
With Vayne you can NEVER play aggressive in lane. You go in to attack, any AD carry / support can outdamage you easily. The only solid harass you have is silver bolts and tumble. You max your condemn first, further lowering the viability of aggressive plays.
Scenario: You go in to attack and harass. Any enemy AD carry Corki, Ezreal, MF, Graves, Ashe, etc) will easily outdamage your tumble damage + AA damage with their harass (Phos Bomb, Double-up, etc). If you continue to attack for your 3rd proc, you take more damage from minions and champions due to having insanely low base armor as well as mediocre AD. The only scenario where you can go in to harass is when the enemies are backing off or are in a position to not respond to an engage.
You also definitely do NOT use the ult solely for stealth. That's absolutely wrong and incorrect. You use it BEFORE you engage or when you are in a position to take damage from the enemy bruiser for the AD steroids as well for mobility. 12 seconds is a LOT of time for a teamfight. Vayne has the most problems with APs mid game which is why she's so seldom picked in competitive gameplay.
