I'm not against statikk shiv but with such a high utility item it would be nice to see your reasons as to why it would be a better choice than the mathematically superior PD. Ez's E doesnt count towards the stacks on the shiv I don't think unlike someone like ashe or quinn who get big bonuses for using it. (100% crit chance and movement abilities.) I could be wrong though.

Actually, I believe does build . From the LoL Wiki article: "Moving by any means provides 5 charges for every 100 in-game units traveled. This includes walking, using dash or blink abilities like 's or , or casting ."
