I tried it out in a ranked game yesterday and had great success. My ADC was awful but this build allowed me to keep being useful in team-fights besides offering peel.
Also, in the end section:
2) Oh, did not realize that Grasping Roots had an increased duration with level. Hm, that makes much more sense now.

2) Maxing the CDR skill first means you have no lane presence. Grasping Roots both increases the skill base damage and increases the root duration which helps you setup for Stranglethorns.

Tho I had a few questions. While I tend to play Zyra support more as a "mini-AP carry support", I find myself splitting off into the defensive mastery tree on my Zyra as she seems immensely fragile during the initial laning phase (+30 health and +6 armor goes a long way at early skirmishes). While the offensive masteries do look promising, isn't it a bit of risk not running the defensive masteries?
[Tho this just may be a problem of being too aggressive during laning]
Also, what is the theory behind maxing Grasping Roots first? The main purpose of the spell seems to be the utility of it, and it doesn't gain a cdr so wouldn't the points in Deadly Bloom or even Rampant Growth be preferable?
