I believe that Riot should remove or buff underused items to allow for a higher amount of unique builds. Items such as Executioner's Calling, Sword of the Divine, Banner of Command and Frozen Mallet are the most underused because of other items allowing for better laning. If you really look through top meta builds none of these items are used within any of them which partially worries me because these items are absolutely never looked at or considered. Id like to see what some peoples ideas are on buffing these items to allow them to be chosen more frequently within top competitive matches.

Riot isn't exactly great at designing stuff and especially their latest 'nerf policy' is just outright terrible.
Im glad someone mentioned the Executioner's Calling because this item is definitely something they need to fix, It's basically a useless item for anyone if the stats on it cant somehow work into a endgame build for one or more champions. Frozen Mallet on the other hand is still way underused even if it is used within gold, there are way more choices than that item and Frozen Mallet just got left behind in all the patches and all the item additions and changes.

So many people still buy frozen mallet in gold it makes me cringe :/ Yeah I get that these items could be made more viable but I feel like overall there are just going to be those select few viable items for each champ and that's it. Usually Rito's way of fixing one thing is by breaking something else :/
You're asking for the impossible. You can't expect every item in the game to be equal in power, just like you can't expect every champion to be equal. Deleting items just makes the game less fun when you want to **** around in customs with sword of the divine malphite or something.

And for the Banner of Command. I think you may be right about it. I've seen some good plays within some matches; but I don't see it used very much within some professional games, most of the professional choose other items for them to be more aggressive within the laning phase.
If they remove those items - We lose the unique builds
