like what others hve said if you are going to get RoA always take it early and never late. The reason is because of the AP bonus. IMO early game you dont need as much spell vamp. Your passive should be enough for the time being. Getting Catalyst earlier is probably the better idea as helps you stay in lane.

Actually, RoA takes ten minutes to stack.
Be that as it may, I feel that this build mirrors conventional Morgana builds and brings little to the table.

I see some improvement but I would never take RoA so late. It wont be cost effective because it's passive requires 15 minutes to reach it's full potential. It should be taken first by almsot any AP carry. It also boosts your sustain a lot.

Thanks for comment, I didn't really know about the CDR cap. I also get rid of Frozen Heart and Morello, and get RoA and Zonya instead.

I'm sorry that I have to say this but I think this build is really bad. You know that there is a hard cap for cooldown reduction at 40%? Your build totals 67.61%!
Just not viable.

Runes = 2.61%
masteries = 10%
Deathfiregrasp = 15%
Morello's evil tome = 20%
Frozen heart = 20%

And you are also very squishy this way. Morgana has to stay in range for her ult to work. I reccomend you put RoA's and Zhonya's in your build.

I see it's under construction so I wont downvote. But instead of putting the construction sign just archive it. Or it will get downvoted to oblivion.
The reason I'm so mild in my judgement is because it's your first build and becasue you just started playing LoL.
