You're quite nieve in saying that boots start is a "Beginners move" as buying boots 3 health pots will give good sustain aswell as enhanced movement speed resulting in a chance to escape with early ganks. Warwick has his own natural sustain and in buying 3hp pots, it helps counter any ranged opponents who enjoy to poke. As you said: Warwick bot is "useless" but also if warwick can't even farm. He's just as useless.
