Strategy

Once you hit your first 3 stacks of Shadow Dance, look around the map for an easy gank. This is the time where Akali starts to truly shine.
Due to the movement speed reduction of Twilight Shroud, it can be used offensively to provide cover and allow chaining skill combos on the enemy faster, but can also be used defensively to prevent drawing enemy focus during team fights and to provide aid in retreating after a team fight or running from a gank. Twilight Shroud is great for running from enemies in the jungle, especially near brush, and for checking brush for enemies.

Crescent Slash is great for farming gold and pushing lanes.
Due to the short cooldown of Mark of the Assassin, it is an effective lead or follow-up for Shadow Dance, often allowing a series of powerful strikes with bonus damage.
Due to low cooldowns of Akali's abilities, constant usage of Mark of the Assassin can easily make sure her energy issues are dealt with. This also applies to healing early game, due to her Innate's Spell Vamp.
The Mark of the Assassin buff lasts longer that the cooldown, allowing Akali to cast a Mark of the Assassin followed by Shadow Dance. Finishing with another Mark of the Assassin gets extremely high bursts of damage.
Using Twilight Shroud folllowed by Flash to go over a wall can effectively confuse enemies and following up with a Shadow Dance will create distance between enemy's in pursuit of Akali allowing her to escape with ease.

Runes

For masteries :
3X
Greater Quintessence of Fortitude or Greater Quintessence of Potency
I think HP on early is better because Akali has low HP gives her more survivability. The other runes are more to get the bonus of her passive earlyier
9X
Greater Glyph of Insight or Greater Glyph of Potency I prefer the magic penetration because AP you get enough, some people says that Greater Glyph of Focus are better but I think as Akali has already short enough CD you don't need it because you have energy and with more low CD your attacks are available but you have not enough energy to use it.
9X
Greater Mark of Desolation I am sure to take no other runes because Akali depends also a lot of her normal Hits so this gives her a great bonus.
9X
Greater Seal of Evasion Those runes saved me often from dying, no other runes in my opinion are better for.
