This is just a test build.

Some things to note:

Near Max Cooldown Reduction with room to max by upgrading Glacial Shroud to Heart of Gold.

I think that Mana will be a problem. There are several items that will solve this but I think that the simple/cheapest way is Chalice of Harmony

Starting with heart of gold and the utiliy gold mastery should help make up for pitiful farming. The also reduced the gold value of assists recently and alistar will probably get a lot of assists and very few kills. I am also using gold/10 quents.

Taking heal and maxing alistar's heal skill first. He will be a pretty good healer.

Most of the aura items look good on alistar. I am thinking about swapping the spirit visage for a soul shroud. The soul shroud will take care of the mana problem and also provides a nifty aura. It costs 1000 more than spirit visage though and I think that money will be tight. However, if I end up buying chalice of harmony every game, then perhaps soul shroud is the way to go.

I may move the Aegis up to right after the boots or even after boots 1.
