The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
First off I want to say that the AP scaling for Archangels is incorrect, You will have around 900 AP building archangel staffs,Only noobs dont build archangels.
First I'll discuss SUMMONER SPELLS:
GHOST FLASH. These are the two spells you need to have any kind of survivability and to do your follow up stun after the fight has begun. You need maximum movement because you are a glass cannon until you get your zhonya's. Then you will be a glass cannon that has a warranty.
Second I'll discuss MASTERIES:
obviously CDR and magic Pen,and AP in Offensive, For utility you want to put points into flash, ghost, mana regen,you definitely want to take EXPANDED MIND, AWARENESS. You want awareness because annie without a level advantage really sucks(try to solo mid). Expanded mind because you want to have a ton of mana for your archangel stacking.I also take 1 point into 15% longer buff duration in case i take golem. And of course you get the 15$ cooldown reduction to your summoner spells because your mobility is your survivaly, the more flashes you have, the awesomer you are!
Third I'll discuss RUNES:
Basically I take the Best of everything. The best thing for marks is +.95 magic pen runes. The best thing in glyphs is .65% CDR. The best thing in seals is 5health runes, and the best quints are health quints. I take health because early game you are the easiest kill in the game,(especially if we grab a mana rune to start) so in order to make sure you have a good early game you want to take health runes.(you end up with as much health as some beefy chars)
Fourth I'll discuss SKILL SEQUENCE:
Okay, take your Q skill to farm, level it up first and max it out first. Take your W skill second and max it second. Take TIBBERS whenver you can, and don't take molten shield until the very end. BASICALLY I think you want to do as much magic damage as possible, soo in order to do this we must take our Q, W, and R. Molten shield is only useful for building up our stun, or for building our mana with tears of the goddess. However, if you feel like you need a shield to build up stuns and extra protection, I would put 1 point into it at level 5, so that at lvl 6 you can start building up tibber stuns.
Fifth I'll discuss ITEMS:
So i usually go Mana crystal and health pots to start. IF you feel like you're goign to get harassed out of lane, you might want to get dorans ring and health pots. I like mana crystal because if I can get an early catalyst I can stay in lane for tonssss of time. so the FIRST trip back I usually pick up catalyst and rank 1 boots. But if I have extra money or on my second trip, i'll finish my sorc boots and grab a blasting wand. Aftering finishing Rod of Ages I grab tears of goddess and another blasting wand. finish archangel and then grab zhonya's. after zhonya's you build archangels. the mana passive on archangels doesn't stack, HOWEVER, the 3% AP that it gives you does stack! This is the most effective way of picking up AP. The reason we get Rod of Ages if for the Health boost, Not really for the AP. In fact if you feel like you can survive, just grab tears of the goddess instead of catalyst! But I feel like with Rod of Ages, You can survive getting pwned in the face, and then zhonya's. But without the health, you might just die instantly.
