Introduction
You can either go down Utility first and max that out and then down the damage tree, or the other way around. Just make sure that you cover things like attack speed, cd reduction, movement speed, ap, ad, crit damage, and whatever summoner spells you choose to use MAKE SURE you get the upgraded versions of them.
Malady- HELLO ATTACK SPEED AND AP AND LOWER THEIR MAGIC RESIST THAT STACKS 4 TIMES LIKE YOUR IMPURE SHOTS WHAT MORE COULD YOU ASK FOR AS MF?
Zeal- attack speed (we are stacking this a lot in this build ladies and gentlemen), critical strike chance (hey we need some of it don't we?), and movement(the faster this crazy lady is the more you'll have your foes begin for mercy)
Boots of Mobility-speed speed and more speed (run run run as fast as you can you can't catch me I'm the gingerbread man)
Nashor's Tooth-attack speed (yay), AP (yay yay yay), and some mana regen so we can keep casting (woot)
Sheen-more mana (hey it helps), AP (ap mf so lovin it), and bonus damage on next attack after using an ability(shes gonna be using lots of abilities as ap mf so this is great)
Phage-slows them down even more so they cant get away (lizard works well with this for slowing and a little extra damage)
Trinity Force- What's better than zeal, sheen, and phage...how about all of them put together with a bit of a boost!
Hextech Revolver and Vampire Scepter-in an AD MF build you've only got life steal...now you have spell vamp AND life steal as an AP MF
Hextech Gunblade- AD, AP, life steal, spell vamp, and a slowing shot which allows you to catch your enemy or stop them from leaving so that you can do what you want with them.
Rabadon's Deathcap- What's an AP build without this? Once you've got this you will have your enemies surrendering in a heartbeat.
OTHER DECENT ITEMS THAT YOU CAN USE
Phantom Dancers- I find that trinity force provides a wider variety of bonuses but if you like it you like it and I wont stop you
Zhonya's Hourglass- Hey this provides you with some nice AP and some armor for your squishy butt. IF your enemies are mostly melee it might be a good idea, its also great to use after you use your abilities on the enemy while you wait for a cd, or to use at the start of a team fight while the enemies burn their ultimates.
Guinsoo's Rageblade- attack speed, damage, and ap after each hit. Another stacking item with your malady and impure shots after each hit can be pretty sweet:p
Rylal's Crystal Scepter- Health and mana for sustainability, ap, and a nice slow (you probably don't need to many slowing item though so id just pick one or two)

Make It Rain- I like to get Make It Rain maxed out first because it allows you to harass the enemy and pick up minion kills while laning as well as farm quickly while running through the bush. It is also one of your AP focused abilities. Once the cd gets lower on this it can really piss off the enemy. A slowing aoe in a teamfight can be a real pisser!
Impure Shots- I like to alternate between Make It Rain and this, but I find that Make it Rain works better for harassing at the start. This is your other AP focused ability as MF. The attack speed bonus, and 4 stacking damage mixed with your item build should wreak havoc on the enemy.
Double Up- I choose to max this one out last of course as it is an AD focused ability. I do get it at level four though just so that it can be used if you need to finish off a fleeing enemy.
Impure Shots- I like to alternate between Make It Rain and this, but I find that Make it Rain works better for harassing at the start. This is your other AP focused ability as MF. The attack speed bonus, and 4 stacking damage mixed with your item build should wreak havoc on the enemy.

Exhaust and Ghost walk work really well together especially if you have them both upgraded in your mastery tree.
If you are chasing someone and you have your strut maxed out, your boots of mobility, zeal/trinity force, and then hit ghost walk...not even Master Yi can outrun you. Also once you catch them you can use exhaust first on them and then once its almost through you can use your Make it Rain on them and it will hit easily since they are slowed already, and its own effect will slow them for longer. Also I find that exhaust works really well when you are fighting in close combat against a melee since you are squishy.
Ignite- can also be useful. If you are going to get it make sure that you upgrade it in your mastery tree. It gives you some extra AP for your build.
Flash- is also a good spell. Lots of people consider it the best spell in the game as it has so many uses. Flashing after someone, away from someone, jumping over walls. It can be really helpful. If you feel that you have enough movement speed and you don't need ghost walk, then this definitely wouldn't be a bad choice.
Any of these spells are good just make sure that you upgrade it in your mastery tree if you choose on or the other. :)
