Intro
This is the current build I am using and should give you a general idea on how I play Vlad.

Please leave constructive criticism or leave new ideas for me to improve my build =)

Mastery
I went for 9/0/21 because I feel that you only need spell penetration from offense tree. Five percent extra damage isn't much because Vlad's damage output is already huge.

Runes
I picked magic penetration marks for higher damage output

Ability per level seals/glyphs to give you that extra bit of ability power to gain the edge over your opponent

and Quintessences I wasn't so sure I usually change my quintessences around sometimes i'll go flat ability power, movement speed or ability per level it's really up to you but i would recommend those quints.

Summoner Spells
The recommended:
Ignite: This has great synergy with your hemoplague and increases your damage output. Nothing wrong with that now is there?

Flash: This allows you to escape or initiate

Cleanse(Situational): If you are against a CC heavy team this will save your life a lot.

The Mediocre:
Ghost: Gives you a speed boost. It works with your sanguine pool just remember to activate ghost first and remember to take a point out of flash and put it in improved ghost.

The Rejected:
Heal: it might save you early game but it won't do squat to you late game.

Clarity: Did you go manamune on Vlad?

The others: I find that they don't benefit you at all.

Spells:
Transfusion: Your main harassing tool, it has no cost and high damage output but it's drawback is its long cool down in the early levels.

Sanguine Pool: Your escape or ganking mechanism, it makes you UNTARGETABLE not INVINCIBLE(if fiddlesticks is draining you and you activate this it will still drain through pool) it will stop projectiles but stuff like Amumu's ult will still hit you.

Tides of Blood: Your secondary harass tool and your main farming ability, spam it but not too much it costs more hp per use so be careful on how much you use it.

Hemoplague: Your ultimate, it places a damage amp on your opponents followed up by high damage shortly after.In a team fight try to hit as many heroes as you can with it because it can really change the tide of battle. Wasting your ult on 1 hero just isn't worth it.

Spell Combo
Flash>hemoplague>Ignite>tides of blood>transfusion>sanguine>tides of blood>transfusion etc.

Items
Core: Sorcerer Shoes, Rylai's Crystal Scepter and Spirit Visage

Boots and 3x health potion (Starter choice 1): This is for high mobility harass run in transfuse run out it works against heroes that need to either auto attack or skill shot you to do damage.

Amplifying tome and 1x health potion (starter choice 2): This is for a larger damage output during the laning phase.

Sorcerer Shoes: this increases your damage output alternatively go for mercury treads if against a heavy CC team

Rylais Crystal Scepter: Provides ability power health(more ability power due to Vlad's passive) and a slow. You should be able to permanently slow someone due to your short cooldowns on transfusion and tides of blood.

Spirit Visage: Cooldown reduction, more healing via transfusion and magic resistance whats not to love about this item.

This ends the core.
Elixirs of brilliance and fortitude: These are extremely helpful late game as they provide a good amount of health and ability power for only 300 gold each

These come in the order of your choice
Zhonya's Ring: A whopping 120 ability power boost and a 25% increase to your ability power this will increase your damage output by a lot.

Void staff/Abyssal Scepter: If you are facing a tank stacking MR or Galio these items will help you do extra damage to them.

Lich Bane: Increases your normal attack by how much ability power you have and the ability power boost is quite nice too.

Will of the ancients: Just the extra spell vamp just incase your tranfusion isn't healing enough the added ability power is always nice too.
