This is my Veigar build. It focus's on the high Ap ratio's and his Q's Passive. The main thing to know about Veigar is that you have to keep a cool head and not get to overconfident(I do that a lot). You will feel all powerful with the damage output of this guide, remember to always last hit with your Q on minions and when u can on champions. You are also a very squishy champion and should stay in the back of fights and help out your team with your abilities and then when you get off your stun, it is time to engage. Make sure your team knows that(Veigar's stun only stuns on the outer ring so use that to your advantage). By last hitting with your Q, late game u will be amazed at the Ap you have. I have had 1200ap before

I picked Magic Pen reds because its kinda obvious for a mage, Mana Regen Seals, and Ap per lvl Glyphs with AP Quints.

I focus on my damage output by building 21 0 9.

The early Rabadon's Deathcap is game changing, while late game is decided on how well you can avoid getting caught while bursting champions down. I get the Chrystal scepter late game so I can have more hp but its up to you for your last item. Some other useful items are Lich bane(op late game with 1200ap), Will of the ancients gives u a lot of hp when u burst someone, Abyssal Scepter for MR, Zhonyas hourglass for armor and active.

I max out his Q first for the passive on killing champions. then his W. If you need more range early game, then change accordingly, same with supporting with your stun.

I take Teleport and Flash. I will always run flash for its sheer utility.
