I am Ript3r and this is my build for my AP Twisted Fate.
My build is how to dominate early game and then to continue your rein of dominance till the end of the match.

Runes

I take as much ability power as possible for that extra damage at the beginning with that little bit of magic pen that does its job well enough.

Items Early Game

Start with a Doran's Ring always. It will give you some extra survivability with mana regeneration which some people may think Twisted Fate dont need since he has his own way to get some back. Well with that early mana regen you will be able to throw Wild Cards more often since it takes quite a bit of mana to throw one.

So say your having a great Lane phase your harassing your enemy out of lane, getting tons of last hits, and not taking too much damage. Try to save to get a Needlessly Large Rod and Boots of Speed for your first return trip home in ideal circumstances.
If you are scoring kills with this you can get your Sorc Boots or a Blasting Wand if you have enough for which ever one you want.

If you are having an okay time but not scoring all that much of anything try to get a Dorans Ring and Boots of Speed as a first return trip at least. If you were almost killed try picking up a Ring if you dont have enough for that get boots.

Try to get your Deathcap and Sorc Boots by 20 minutes or close to that. If you managed that your doing great, if you got the dorans ring also even better.

Items Mid Game

Okay now lets say you have your Deathcap and Sorc Boots and 2 Dorans Rings. Now what you want to do is watch allied lanes to see if they are preparing to attack the enemy or plan one yourself with them. Then try to port in and help get kills without dying yourself. Try to get your Lich Bane by farming mainly and trying to kill other lanes but only try to kill other lanes if yours is safe or to get the heat off your other lanes by ulting in to help. Otherwise try to stay in your lane and farm the creeps. Which shouldn't be any issue with your high ap.
Try to get your Blasting Wand before the Sheen. The Sheen isn't as good as a blasting wand since your not supposed to be auto attacking a ton.

Now for Items you want to build what you think you need between Nashors Tooth, Rylais Crystal Scepter, Zhonyas Hourglass, and Abyssal Scepter. Try to progress to get one of them.
If you get your Nashors Tooth auto attacking more now to Proc your Lich and your Stacked Deck while throwing Wild Cards and Stunning with Pick A card as often as possible if it's safe enough to go in close enough to hit an enemy.

Items Late Game

You want to finish getting a few of the items I mentioned and whenever you need room to sell a dorans ring. If you are dying more often then I would say to get either a Banshees or Guardian Angel according to enemy team comp to help you stay alive. Also I would either get a Zhonyas for a AD heavy team or one that is focusing you 1st or the Abyssal scepter for an AP heavy team with a banshees. You do not need the Rylais but it helps for damage and survivability and helps get easier kills more often with slowing every thing your Wild Card touches.

Summoner Spells

Acceptable Spells
Teleport- Want to save a lane or to push a lane without wasting your global teleport/clairvoyance ultimate then this is good. It helps you become twice the threat by being able to teleport twice and if your team places ward you can surprise teleport without them knowing then if a team fight happens you can save your ult for an escape or to finish fleeing enemies. It helps to get farmed more in the end if anything.

Flash- This spell is a must have on all TF's. You are very very very squishy and you want to have an escape mechanism to save you if trouble happens. Also it works well to be able get in range for a stun card and then to Q the enemy for damage or a kill and to initiate somewhat. If you initiate a teamfight with it make sure your team is right behind you and that when you throw the stun and your Q to run back behind your team right away.

Ghost- This is a okay exchange for Teleport if you want more ability to escape or to chase.

Okay Spells
Exhaust- Fills the role of ghost in a way of making it easier to escape by slowing enemys and doesn't really effect your masteries because you can remove the crit point for the exhaust masterie no problem. It can also help you in a 1v1 fight if a gap closer wont get off of you.

Ignite- Able to do that little bit to finish off your foe if you just can't which happens on occasion or to stop healing of some champs by a small amount.

Unacceptable Spells
Heal- Your not a noob are you? You shouldn't be taking too much damage that you need to heal. And it shouldn't be used instead of any other summoner spell

Clarity - You don't need the extra mana you have a blue card. And if your low pay attention to your mana.

Revive - Don't die too often you wont need it. You probably wont get the chance to clutch and Backdoor with it.

Smite - Your not a jungler dont take it

Cleanse - Stay back and avoid CC. If not try to flash away. Not worth being taken over Teleport Flash and Ghost.

Rally - Not very useful since in teamfights it'll probably be killed by AoE so dont take it.

Fortify - Your dont go down the Defense Tree to make it worth anything plus you have Teleport and your ult to defend towers. You do more damage than they do.

Clairvoyance - Its built into your ult. Don't waste a summoner just for it. You can see stealthed champs too with your ult so not worth it.

Skill Sequence

Pretty much max your Q asap since thats where your damage comes from.
Start with your W so incase of things getting bad quick you can stun and maybe get 1st blood. If you facecheck and stuff.
Take your ult whenever you can.
Try to level your W more than E cause the stun is better than every few random extra damages from an auto attack.

Laning

Twisted Fate is a great laner in almost every aspect except on 1v2 lanes. Then that really depends how well you can play him and how your enemies react. I'd advise to not take 1v2 lanes unless your against 2 squishy's without gap closers.

Solo Mid - Try to last hit as much as you can and try to harass your enemy if you can. If not try to last hit and farm up for your items.

Duel Lane - Try to farm up don't be afraid to take farm from your lane mate. They should be trying to last hit with you unless they are a support. You need it more but do try to not take every thing from them which after a few items you can easily do. Try to kill your enemys with stunning then repeatively Qing the enemy whenever its up and trying to auto attack if your not their focus. If you are the focus try to run and wait to pull a stun card.

A little tip while Backing lock a Yellow card incase someone trys to gank you while you B.

Try to line up your Q to hit the most creeps that you can then hit them with a red card to finish them. Later you can 1 shot creeps with your Q alone.

Pros / Cons

Pros - Easy to whittle the enemy away in most cases.
Great creep farmer
Can push lanes and ult in to teamfight so he can split push
High Sustained Nuking (Your Q and W come back quite quick making you able to do bursts quite often.
Great range with Wild Card
Multi-Target Nuke or Solo-Target Nuke
Quick Stun Chains

Cons - Very Squishy
Very Slow Base Speed
Hard to master
Must be able to watch your pick a card and be able to fight
Easy to dodge Q at long range
Gap Closers are your worst enemy

How to Harass

So at level 4 is when you should start your real harassment. Reason being your Wild Card is extremely weak at level 1. So at level 4 you should have your Q at level 2 so now it will start doing decent damage.

Mid & Solo 1v1 - Lock Stuns and try to stun them so you can get a guaranteed hit on your Q. Do your best to stay safe though. Be cautious of over extending if junglers or mia's are in your game. If you cannot get in range to stun just try to stand infront of their creeps (if you can do so safely enough) and deny them last hits and experience if possible then before you card wheres off throw it to get a last hit or just to weaken another minion. Make sure to lock blue cards after every stun Q combo and get your mana back. When you are near empty on mana or can't harass just keep locking blues and regen. Use the bush from time to time if your in solo lane.

Duo - Pretty much the same thing but be careful of getting jumped on cause if your flash is down theres a good chance you'll be killed unless you can stun one and get away. You can deny if you have a good teammate to help you with it especially one with a stun.

Solo 1v2 - Stay back and try to throw Wild Cards mainly but stun less because Tf isn't very good 1v2 early on. Stay back and farm up is pretty much what you should do.

1v1 Fights

Depending on the champion Twisted Fate can 1v1 moderately well. What you do is the same as while in lane but if no minions or teammates are around you Stun then Wild Card, then you run back and wait for your Pick A Card to cooldown then try to stun again and then Q and get maybe a auto attack or 2 in every sequence you do. You can auto attack more if they aren't doing much and you are about to get another stun and can tank them relatively safely. If you get a Nashors Tooth this will be easier to get more hits with your auto attack. So pretty much Stun, Wild Card, Auto Attack, Kite Back, Repeat. Or to get the most out of your Lich Bane if you have it Stun then Auto Attack then Wild Card. Stay away from high burst damage and lots of CC champs.

Use of your Ultimate

Twisted Fates Ultimate can be used in a multitude of ways. You can use it to teleport to gank or backdoor or to steal buffs or baron or dragon, clairvoyance enemies, and too also see STEALTHED champs. Twitch, Eve, Shaco, and Vayne are now visible for your enemy while Destiny is up. You do not have to teleport anywhere but this does not change your cooldown on it if you do or dont. Be wary ulting in when your team is not ready may get you killed and enemies like to run back when they see the ultimate sign on their heads. Also enemies cannot see where you are when you activate it unless in normal sight ranges. When you port in to a location even in the fog your card animation does appear for the enemy to see. I think this doesn't happen in bushes that the enemy doesn't have sight. I'm not 100% sure on that part.

Champion Threat Levels

Extreme - Akali, Amumu, Alistar, Blitzcrank, Irelia, Jarvin, Jax, Kassadin, Katarina, Leblanc, Feed Sin, Malphite, Maokai, Master Yi, Nocturne, Shaco, Tristana, Tryndamere, Vayne, and Warwick.
These all have gap close close contact gap closers. These are your biggest threats. I have seen Akali's and Xins be the biggest threat too me with their extremely high burst damages. Be very wary of those 2 especially.

High - Anivia, Annie, Ashe, Brand, Caitlyn, Cassiopeia, Cho'Gath, Corki, Eve, GangPlank, Gragas, Karthus, Kayle, Kennen, Kog'Maw, Lux, Miss Fortune, Mordekaiser, Morgana, Nidalee, Olaf, Pantheon, Renekton, Ryze, Sion, Swain, Teemo, Trundle, Twisted Fate, Urgot, Veigar, Vlad, and Zilean.

These have range but have a harder time to stick too you or have skill shots you can dodge easier than most.

Moderate/Low - Dr. Mundo, Fiddlesticks, Galio, Garen, Heimerdinger, Janna, Karma, Nasus, Nunu, Poppy, Rammus, Rumble, Shen, Singed, Sivir, Sona, Soraka, Taric, Twitch, and Udyr.

These are easier to deal with or have easier to counter abilities. Fiddle may have a fear and a gap closer but usually if hes in fear range he is in stun range for example. Some of these can kill you quite quickly but a good stun and run away can usually be enough in some cases to avoid being killed by them.

People to lane with

Relatively anyone. You have a stun so your pretty much good with anyone. Another person who can stun is a great lane partner or someone with great burst damage.
