You're not even a level 30. Go get some decent experience instead of flooding the OP with terrible advice.
You're trying to clean up guides and just bury them with downvotes, but giving them bad advice just makes their next guide even worse.
How the hell does health not count as a defense?
Don't complain about the length and contents of a guide when all of yours are mediocre and short.

To start off, switch your marks to magic pen, no exceptions.
You can purchase 4 pots with boots now.
Switch the Vampirism point for Runic Affinity .
Havoc is pretty bad. Switch the points into Butcher and 1 more point into Mental Force .
Boots should be Sorcerer's Shoes.
Other than that, your guide is just incredibly short and lacks any real informative information.
No point voting, doesn't change anything.
Unfortunately, your guide seems like it needs a lot of fixes.
Leave the being arrogant pretentious pricks to people who actually have an idea of what they're talking about.
On that note, runes are indeed sub-optimal as other have explained above. Scaling Health Seals aren't that strong; you might want to take armor seals more, since a fair amount of mid laners are now AD assassins. Otherwise, scaling mana regen seals can work too. Glyphs should be either magic resist or Scaling AP as opposed to flat. A lot of pros also prefer MS Quints as opposed to AP Quints.
The 9th point in utility should be in Runic Affinity . Buff duration increase is way better than 1% Spell Vamp/Lifesteal any day.
Your item choices are fairly restrictive. Rarely will you get such a straightforward build path. For example, early game, a lot of good Twisted Fate players go for double Doran's Rings. Twin Shadows is a popular item as well, since MS on Twisted Fate is really strong.
The thing is, anyone who just wants to quickly show up a guide on how to play Twisted Fate just as they are about to go in-game will not look past the cheatsheet. However, your cheatsheet is a complete mess. No one would be able to learn how to play Twisted Fate by just looking at your cheatsheet. In fact, they'd learn a lot of wrong things.
Which leads me to my downvote.
The only bad thing about your runes are the scaling ability power marks. You should rather use Magic Penetration or maybe even Hybrid Penetration (some pros e.g. Faker use this). I don't really want to do the math now but they are definetely better than Scaling AP Marks.
Masteries are fine, however I'd prefer Runic Affinity over Vampirism , because 20% increased buff duration is way better than 1% lifesteal and spellvamp.
In your guide however you need to tell the reader why you as the author chose those runes and masteries in a better way than you did, it's way too short and general. You might also want to mention situational runes, e.g. Armor Seals vs AD mids..
The guide needs to be longer itself and has lacks information, I hope I could help a little bit.
