This is a build I've developed after playing around 60 games as Ashe.
I build her as an attack speed/ damage monster. I have edited this build twice now to incorporate the last whisper item change and play experience

Basic Instructions

Ashe is a great initiater of team fights; Ulti the squishiest champion and watch your team run riot! After the first enemy champion is down frost arrow the next weakest making sure the rest of the team attacks the same one. Repeat this through team fights to see matches swing your teams way!

Summoner spells

I always choose flash because of its usefulness in both escaping and attacking. Flash in and frost arrow when a champion runs from you.
I tend to also use teleport; this is because Ashe is a great turret destroyer. Once phantom dancers are achieved you can destroy any turret with minion support before enemy champions can do anything about it. Try to time these teleport jumps for when the other team has some members dead and/or when your flash and ulti are up so you have a back up in case they come to chase you down.

Runes and Items

The item build is based on a mix of attack speed and damage to reign as many strong arrows down as possible. If you find your having a problem killing players with lots of armour then get last black cleaver before bloodthirster other then that just experiment with different items. Also if there if the opposing team has two health monsters such as garen, morde, mundo etc then Madreds are more appropriate then phantom dancers. The runes are pretty self explanatory. I prefer the armour pen slightly more due to the annoyance of tanks at mid game.

Skills

I tend to go for volley followed by frost arrow first due to the usefulness of the skills.
1 skill in hawkshot is useful early on but save levelling it beyond that for the end when it will be time for hunting down the enemy! Other than that just be careful early due to Ashe being squishy and if at mid I now volley and then hit the opposing champion with my crit charged arrow as soon as the minions appear to put them at half health. This then causing the opposing champion to always be on the defensive until their first recall or death. If in a lane with a partner then harass the squishy champions until your ulti is ready and then engage. Kills may be slow at first but they come thick and fast mid/late game.
