Cripple is, yeah, a waste.
Hawkshot before Frost? Erh. Frost over Hawk imo, as it would either land you a kill, or help you escape. Ulti > Volley > Frost > Hawk, would be my priorities.
Build itself isn't anything special, sadly. Description would be the only thing making this guide *POP*, sadly, it lacks it.

Personally, I would get Hawkshot before Frost Shot because of the extra gold to help get me my items faster.
Marks,Seals, and Glyphs should NEVER be straight attack damage. Especially glyphs...
I would suggest Armor Pen. Marks, maybe dodge or attack speed seals, and considering you have 64% crit chance, EXCLUDING Ashe's passive, try Crit Damage runes in general for her.
