Ashe needs that mana regen instead of wasting money on philosopher stone, or any items you need to buy for mana regen,she runs out of mana quite fast especially when harassing. Any champion in general that has mana and uses it quite fast needs mana regen, just take a look at the top players rune pages such as Chauster.Also I have put 2 doran's blade instead of 3 since she isn't a full carry as you stated a "support carry". The mana regen /18 glyphs is overkill therefore I will be replacing it with alacrity, and some of the mark armor pen runes I have switched some to attack speed making her able to lifesteal and a longer constant slow, because we are going to get 2 doran's blade early on, attack speed would work really well.
2 of Ashe's abilities are support/cc type.
Also, choosing 18 mana-regen runes means you're clearly mismanaging your mana.
Your build is no where near similar to the top-rated ones. Finalizard item builds aren't everything.
Skill Ordering, Runes, Description, Masteries, item order, it all matters.
