Bad. Wrong masteries you should put 0/21/9 otherwise you have mana problems and if you play with a manaless jungler + manaless (like vlad + mundo ) you can have all blues and also 20% longer like that + much less mana problems. I would recommend starting with regrowth since you don't need the boots for escaping that much and your burst + ignite can make early game kills sure if you take ignite over teleport.

The build is wrong you don't get the maximum potential out of Jarvan with warmog's armor and atma's impaler they are a bad item combination for bruisers because by the time you get them AD carrys should be destroying you very hard so they are useless. It's better to get a randuins after that or Ifinity edge. Because the infinity edge allows you to win duels more easily, the randuins allows you to be more disruptive.

Also you can just start with regrowth, go back to get philo + boots + ward. Then get wriggles + HoG when vs another bruiser. After that you can just go a BF sword because you can then win tradeoffs more easily since you can regenerate on creeps very easily and if he builds tanky you always do more damage + regenerate more easily. After that you can get ruby crystal > phage for more health and another slow ( although you won't really need it that much, the slow because you are now leveling your W up to a decent slow but it's nice to have the extra damage and survivability and sometimes an occasional slow can help alongside your W ).

The runes are okay only thing you might want to add is that you can also just go with 1 + 26 hp quint.

EDIT: your runes aren't okay put away the 0.28 AD seals for 0.15 MR (2.7 at level 18 ). It helps you a lot against AP characters.

Is it really THAT helpful to have 2.5 AD from your 9x Greater Glyph of Attack Damage, I mean come on. In general, with the exception of a few select gimic runesets like attack speed, MR, etc. stick with the primary runes only. If you really want some extra AD run 3x Greater Quintessence of Attack Damage. One of those is equivalent to your NINE glyphs. Other than that this just needs a lot more detail. I mean look at the top Jarvan IV guides out there, they are fantastically in-depth. Why write a guide if you don't intend for it to be noticed?

Also quick tip, enclose a word in double brackets for the tooltip to be bound to your text, so much easier than those huge clunky icons.
