=+>~~ The Basics of the Blitz ~~<+=
So, first off, Blitzcrank is a burst support/tank in this guide. If this isn't your play style, don't use it ^.^ This guide focuses on health, armor, speed, and attack damage.

Blitzcrank is a melee fighter. This means that he needs to be within punching distance to do his basic damage. He relies heavily on his abilities and his manna in order to be an effective character. While my item choice may seem a bit off the mainstream Blitz path, I find it to be effective.

An important note about Blitzcrank: Blitzcrank is generally a bottom lane character. He works most effectively if he has an Attack Speed and Attack Damage hybrid to lane with him. He is useless if the other team is fed early, so be careful and tower-hug until about level 3-4.

For runes, I'll use Flat Armor Penetration Marks, Manna Regen/5 sec Glyphs, Cooldown Seals, and Armor per Level Quint's.

As far as masteries are concerned, I go 0/21/9. Blitzcrank, while he is a support, is mainly a tank. He needs the beefy defense tree, and is helped in the utility tree. My runes basically take care of his Attack needs. Most people don't take Blade Armor, but since Blitz is a tank, and is taking the brunt of the damage, it's an effective mastery. 'Nuff said.

This is a tanky way to keep up with your attack damage and manna costs. I'll go into more detail on situational items later.

For my Skill sequence, I go...

Blitz's Q doesn't upgrade range per level, so there's no need to level it first. His E and W are his bread and butter, so they get up'd one for one.

For summoner spells, I go for Ignite/Flash. It's the basic chase/kill set, and that's how I play. Alternatives include Ghost/Flash, and Clairvoyance/Flash. It all just depends on what your team needs during the Character Select.

In conclusion, play Blitzcrank like a support (Stay behind minions) and a tank (Absorb damage late game, and be the one to get the first hit). These sound like contradictions, but if done right, it works better than nearly any other build out there.
